Community Development Block Grant Disaster Recovery Fund

We are putting people first in developing programs funded by the $813 million awarded to Pinellas County by the U.S. Department of Housing and Urban Development (HUD). These Community Development Block Grant Disaster Recovery (CDBG-DR) funds will support long-term recovery for our communities hit hard by Hurricanes Idalia, Helene and Milton. We need your input on our community’s biggest unmet needs, from home repair costs and rental assistance to rebuilding damaged water systems and infrastructure.

Here’s how you can get involved

A Draft Action Plan outlining countywide priorities for the CDBG-DR grant is available for review and comment from April 23 – May 23, 2025. You can review key points from the Draft Action Plan below or view the full plan then leave your comments. You can also attend one of the upcoming in-person or virtual meetings to learn more.

About the CDBG-DR process

Community Development Block Grant Disaster Recovery (CDBG-DR) funds are designated to primarily benefit low- and moderate-income households and communities. These funds are to be used for unmet needs, the long-term recovery needs that remain after considering all other recovery sources such as FEMA, SBA, insurance, etc. 

The County is working with cities, community partners and residents to identify those unmet needs, including rebuilding homes and businesses, help for renters, restoring infrastructure, and storm mitigation in the most distressed areas. We are developing an Action Plan in spring 2025, which will be informed by a study of community needs and public input. The Action Plan is the County’s blueprint for how its CDBG-DR funding will be used for recovery and mitigation programs based on existing unmet disaster recovery and mitigation needs.

Estimated Timeline for CDBG-DR Programs

March-April 2025:

Identify top unmet needs through public input and unmet needs study

April 23 – May 23, 2025:

Draft Action Plan published for 30-day public comment period.

May 6, 2025:

Public Hearing for Pinellas County Board of County Commissioners to review Draft Action Plan.

Summer 2025:

HUD review and approval of Action Plan followed by Grant Agreement between Pinellas County and HUD.

Fall 2025:

Earliest time for initial programs rollout, as outlined in adopted Action Plan.
