County Equipment Use by PSP Employees

Pinellas County departments must follow these procedures in the event that a Personnel Solutions Plus (PSP) contract employee needs to drive a County vehicle, mower or golf cart.

County Vehicle 

For a County car, pickup truck or small SUV:

  1. The department manager or supervisor must request a motor vehicle background check through PSP.
  2. A Risk Management safety manager or safety specialist will review the background check and approve or deny the request according to the Pinellas County driver policy.
  3. If the request is approved, then Risk Management will send PSP an email confirming the approval of the motor vehicle background check.
  4. PSP will ask the requesting department to contact a Risk Management safety specialist to conduct a driver safety orientation. 
  5. After the training is completed by Risk Management, then the temporary employee is approved to drive County vehicles.  
  6. The contract employee must surrender their County driver’s license when their temporary employment ends.

County Mower 

  1. The temporary employee must be 18 years of age to operate a County mower.
  2. The requesting department must specify the type of mower to be used. This is to ensure the safety and efficiency of County property. 
  3. PSP will train the temporary employee on the operation of the mower.
  4. The temporary employee must have a valid driver’s license. PSP must confirm the license is valid through the Florida Department of Highway Safety and Motor Vehicles.
  5. The requesting department’s equipment trainer shall conduct safety training for the temporary employee. 

County Golf Cart 

  1. The temporary employee must be 18 years of age to operate a County golf cart.
  2. The temporary employee must have a valid driver’s license. PSP must confirm the license is valid through the Florida Department of Highway Safety and Motor Vehicles.
  3. PSP must train the employee on the operation of the golf cart.
  4. The requesting department will contact a Risk Management safety specialist to conduct safety training on the golf cart.
