Building Permit Review Times & Activity
Get a clear, up-to-date view of how building permitting is performing across unincorporated Pinellas County and its six partner communities: Belleair Beach, Belleair Shore, Indian Rocks Beach, Kenneth City, Oldsmar, and Safety Harbor.
The Building Permit Review Times & Activity dashboard shows overall trends in building permit review activity — including average first-review times, what’s on schedule or delayed, and key metrics like express permits, reviewed permit volume status, total inspections, and review cycles.
The data is refreshed daily and shows general trends only. To check the status of a specific permit, please visit our Permit Search at the Pinellas County Access Portal page.
Use the tabs at the top of the dashboard to filter the data between the last 30, 60, 90 and 120 days.

How to Read the Building Permit Dashboard
Permit Categories
The dashboard show review timelines for residential and commercial permits. Each category is divided in two sections:
- Single-department: Limited reviews (e.g., interior remodels) which usually have a faster turnaround.
- Multi-department: Complex reviews (e.g., new construction or additions) that typically take longer.
Note: We group permit types by complexity and how many departments are involved. These are general guidelines and won’t apply to every case.
Timeframes & Data Points
You may review time frames within the last 30, 60, 90, and 120 days.
For each category, you will see:
- Typical Review Time (in days): The average time a first review usually takes.
- Number of Reviews Included: The total count of permits used to calculate that timeline.
Note: This information is refreshed daily.
Express Permits
Express Permits don’t require a plan review and are usually issued the same day. Examples include window and door replacements (same size/location), re-roofing, garage door and water heater replacements, like-for-like A/C change-outs, and residential electrical service upgrades.
Total Inspections & Review Cycles
Total Inspections: Count of inspections completed during the selected timeframe.
Review Cycles: Number of times a permit was reviewed before approval.

Important Note: Because Express Permits bypass the review process, they are not included in the review time metrics shown on this dashboard.

Reviewed Permit Volume Status
These labels show how the current number of permits reviewed compares to the average activity seen over the past three years.
- Higher Than Normal: We reviewed more permits than we typically do during this time period.
- Normal: The number of permits reviewed is about the same as the three-year average.
- Lower Than Normal: We reviewed fewer permits compared to the typical three-year average.
On Schedule vs. Delayed Permit Review Times

A permit’s status is determined by how long its first review takes compared to its target time.
A permit is considered On Schedule if it is reviewed within the target timeframe for its category, while a permit is considered Delayed if it is past that target.
- Commercial Target: 21 days
- Residential Target: 14 days
