Unincorporated refers to property not within city limits. Services for unincorporated areas, as well as some services for incorporated areas, are provided by the County. If you live Tierra Verde, the Pinellas County Board of County Commissioners serves as your local government.

Tierra Verde Budget Overview Presentation
Pinellas County held a virtual public information meeting on Nov. 5, 2025, to provide the Tierra Verde community with an overview of the County budget and answer questions. Here is a recording of that presentation.

The County is here to support you in addressing any issues that may arise. If there is an infrastructure issue (sidewalk cracks, potholes, etc) you can report that via See-Click-Fix. If you want to report a code violation (noise control, housing issues, sea wall problems), you can report that to our Code Enforcement team using our code complaint system. Any other, issues, comments or concerns can be directed to your Community Coordinator, Audrey Ables. Her contact information is in the upper left-hand corner of this page.
Office hours
Audrey will hold office hours in the community from 10 a.m. to 3 p.m. twice a week.
On Tuesdays and Wednesdays, she will be based at the Tierra Verde Fire Station, 540 Sands Point Drive S., Tierra Verde. Her office is on the left side of the bay, where the fire trucks are. You are at the correct door if you see the Sheriff’s Office badge. Please use on-street parking and do not block the fire bay. While visiting her at the fire station, you can also pick up your Barrier Island Reentry Permit. To receive a permit, you will need a driver’s license and utility bill. There is also a limit of two permits per household.
Should you want to meet outside of the scheduled office hours, please email Audrey to set up a time. If you do not have an appointment and are planning to visit during office hours, please check Audrey’s availability first.

Where does State ownership of the Pinellas Bayway end and County ownership begin?
The County property begins just after you pass through the State toll plaza and fully cross the bridge entering Fort De Soto. To view this boundary, you can visit the Pinellas County Property Appraiser’s website for a detailed map.
What role does the county play in the maintenance or management of the Pinellas Bayway median?
The Pinellas Bayway is a state-owned highway system. Pinellas County’s only involvement is the removal of dead plant material, a responsibility it will retain until the current contract with the Florida Department of Transportation (FDOT) ends in 2027. All other maintenance, including mowing the grass, is the responsibility of FDOT.
What is causing flooding on 2nd Avenue during rainfall?
Upon investigation, it was determined that concrete had been poured into one of the drainage pipes, resulting in a significant blockage. Pinellas County has hired a contractor to clear the obstruction and restore the system to full functionality as quickly as possible.
