Lealman Residential Improvement Grant Program

The purpose of the Residential Improvement Program is to assist income-eligible owner-occupants of single-family homes to upgrade and enhance their property’s exterior appearance to provide a positive visual impact on the neighborhood and encourage surrounding property owners to maintain their properties. For the purposes of this program, “income-eligible” is defined as households whose income is 120% and below the area median income (AMI). The maximum income levels for this program are based on the Florida Housing Finance Corporation’s SHIP Program, which is adjusted annually. Applicants may receive a matching grant (depending on AMI) of up to $15,000 for eligible improvements. Properties must be located within the boundaries of the Lealman CRA to be eligible for this program. The following tables outline the matching grant amount, income guidelines, and program requirements and process.

Residential Improvement Grant Program

Eligible Improvements Is my home eligible? Application Process

·         Exterior painting of all exterior elevations on residence

 

·         Repairing or replacing doors and windows on principal elevation(s) of residence

 

·         Repairing or reconstructing front porches, stoops, and accessibility ramps

 

·         Driveway/sidewalk installation and repair (evaluated case-by-case)

 

·         Remedying exterior code enforcement violations on principal elevation(s) of residence

 

·         Fencing repair or installation (front yard)

 

·         Landscaping (must be pre-approved by Pinellas County).

 

·         Property clean-up (removal of hazardous debris, dilapidated materials, etc.)

  •          Owner of the property

  •         Property located in Lealman CRA boundaries

  •          Structurally sound

  •          Meet Florida building codes and local housing codes

  •          Current on all property taxes

  •          No outstanding liens or Code Enforcement violations

  •          Property not in foreclosure

  •          Income eligibility: household income is 120% and below the area median income

  •         Properties are eligible for grant every five years

  •         Submit application online

  •          Submit documents (photos, Driver License, property tax bill, income form/proof, others as requested)

  •          Staff will review within 3 business days

  •         Owner will have 30 days to submit any requested documentation

  •          Owner will have 21 calendar days to contact vendors and collect 2 bids from licensed contractors

  •          Staff will select contractor, owner will execute contract

  •          Notice to Proceed will be issued

  •          Contractor will have 90 calendar days to complete all work.

  •          Inspection
