Apply for a Temporary Hydrant or Truck Meter
Apply for a temporary hydrant or truck meter below after reviewing the following Hydrant and Truck Meter policy information from Section 7.8 of the Pinellas County Utilities Policy Manual.
Adopted by the Board of County Commissioners May 6, 2025, Section 7.8 of the policy for Hydrant Meter states:
In some cases where water is needed for construction and the developer or contractor has not tapped into the system, Pinellas County Utilities will allow the use of a fire hydrant meter. Licensed contractors may make application for fire hydrant meters for the temporary purchase of bulk water through Utilities Business & Customer Services.
Hydrant Meter
Term
Fire hydrant meters will only be permitted for one year. At the end of one year, a one-time 6-month extension may be granted upon request through the extension application form to Pinellas County Utilities. At the end of one year, or after the six-month extension, a new application must be submitted if the temporary usage is to continue, or an application for a permanent water meter must be made if long-term water usage is needed.
Location/Relocation
Builders or contractors shall not relocate hydrant meters in the field without prior authorization from Pinellas County Utilities. Prior to installation, the applicant must identify and notify Pinellas County Utilities of which hydrant location the meter is to be installed. Deposits, service charges and rental fees shall be in accordance with the user fees and rates. If you need to relocate a hydrant meter, please contact (727) 453-3661 giving no less than two business days. Please Note: All Fire Hydrant Meters must be installed by Pinellas County Utilities.
Reading/Billing
Hydrant meters are read and billed bi-monthly in accordance with billing procedures. Hydrant meters removed from the original installation and not returned to our General Maintenance Department at 6730 142nd Ave N, Largo, Florida 33771 will be billed to the customer in accordance with the current user fees and rates, and all further service will be denied until charges have been paid and the meter returned. If the meter is not returned by the approved date, or a new location is identified, the customer will be invoiced for the expenses incurred by our utility to obtain the meter and/or to determine the new location of the meter. Any damage to the hydrant meter(s) shall be billed as set forth with the current user fees and rates. Further service will be denied until charges are paid. Failure to return the meter and pay all charges will result in legal action against the applicant.
Deposit
You are required to pay a deposit and hydrant meter service charge at the time of application.
Bill Period
You will receive a bill from Pinellas County Utilities for service provided based on our current rate schedule.
Truck Meter
Term
Approved truck meter applications are valid for a maximum of one year. After one year, the truck meter will be returned to Pinellas County Utilities and customers seeking a truck meter will be required to reapply and pay any applicable fees. The Truck, or Trailer, must have a Reduced Pressure (RP) Backflow Preventer, or a 2” to 3” air gap before the device can be installed. Please note, the pipe that is feeding the water tank cannot be connected to the tank, as the opening must have a 2” to 3” gap.

Truck meters removed from original installation and not returned to our General Maintenance Department at 6730 142nd Ave N, Largo, Florida 33771 will be billed to the customer in accordance with the current user fees and rates, and all further service denied until charges have been paid and the meter returned. If the meter is not returned by the approved date, the customer will be invoiced for the expenses incurred by our utility for all labor charges to obtain the meter. Any damage to the truck meter(s) shall be billed as set forth with the current user fees and rates. Further service will be denied until charges are paid. Failure to return the meter and pay all charges will result in legal action against the applicant. Please Note: Truck Devices must be attached to the Truck when it is brought in to be read and inspected on the 22nd to the last workday of June and December.
Deposit
