Apply for a Temporary Hydrant/Truck Meter

Apply for a temporary truck/hydrant meter below after reviewing the following policy information.

By Resolution #87-198, adopted by the Board of County Commissioners May 19, 1987, Section 11.1A of the policy for the Hydrant Meter states:

In order to facilitate the short-term purchase of bulk water through the fire hydrants, qualified builders and contractors shall make application for the first hydrant meters at the Pinellas County Utilities Customer Service office located at 14 S Fort Harrison Avenue, Clearwater, Florida 33756. Fire hydrants are not authorized to provide water service to permanent structures.

Hydrant Meter

Term

Fire hydrant meters will only be permitted for a maximum of one year. At the end one year, a one-time extension may be granted upon written request to Pinellas County Utilities for a maximum of six months. At the end of one year, or after the six-month extension, an application for a permanent structure, or an extension, must be made. Please Note: Hydrant Meters cannot be used for irrigation purposes.

Location/Relocation

Builders or contractors shall not relocate hydrant meters in the field without prior authorization from Pinellas County Utilities. Prior to installation, the applicant must identify and notify us of which hydrant desire the meter to be installed. Please Note: All Fire Hydrant Meters must be installed by PCU.

Reading/Billing

Hydrant meters are read and billed bi-monthly in accordance with billing procedures. Hydrant meters removed from original installation and not returned to our General Maintenance Department at 6730 142nd Ave N, Largo, Florida 33771 will be billed to the customer in accordance with our current user fees and rates and all further service denied until charges have been paid and the meter returned. If the meter is not returned by the approved date, or a new location is identified, the customer will be invoiced for all the expenses incurred by our utility to obtain the meter and/or to determine the new location of the meter. Any damage to the hydrant meter(s) shall be billed as set forth with our current user fees and rates. Further service will be denied until charges are paid. Failure to return the meter and pay all charges will result in legal action against the applicant.

Deposit

You are required to pay a deposit and hydrant meter service charge at the time of application.

Bill Period

You will receive a bill from Pinellas County Utilities for service provided based on our current rate schedule.

Truck Meter

Term

The Truck, or Trailer, needs to have a Reduced Pressure (RP) Backflow Preventer, or a 2” to 3” air gap before the device can be installed. Please note, the pipe that is feeding the water tank cannot be connected to the tank, as the opening must have a 2” to 3” gap.

Reading/Billing

Truck meters are read and billed bi-monthly in accordance with billing procedures. Truck meters removed from original installation and not returned to PCU’s General Maintenance Department at 6730 142nd Ave N, Largo, Florida 33771 will be billed to the customer in accordance with our current user fees and rates and all further service denied until charges have been paid and the meter returned. If the meter is not returned by the approved date, the customer will be invoiced for all the expenses incurred by our utility for all labor charges to obtain the meter. Any damage to the truck meter(s) shall be billed as set forth with our current user fees and rates. Further service will be denied until charges are paid. Failure to return the meter and pay all charges will result in legal action against the applicant. Please Note: Truck Devices must be attached to the Truck when it is brought in to be read and inspected on the 22nd to the last workday of June and December.

Deposit

You are required to pay a deposit and truck meter service charge at the time of application.
