PINELLAS COUNTY CONSORTIUM AND URBAN COUNTY 2025-2029 CONSOLIDATED PLAN AND 2025-2026 ANNUAL ACTION PLAN Community Development Block Grant, Emergency Solutions Grant, and HOME Investment Partnerships Programs and Analysis of Impediments to Fair Housing
The Pinellas County Consortium has prepared a Five-Year (FY2025-FY2029) Consolidated Plan that identifies housing and community development needs, priorities, objectives, and strategies. In addition, a one-year Action Plan (FY 2025-2026) has been prepared to address needs identified in the Five-Year Plan. This notice provides a summary of proposed FY 2025-2026 projects and funding and locations for reviewing and providing comment on the Five-Year Plan and Action Plan. The Action Plan is subject to final approval by the Pinellas County Board of County Commissioners and the U.S. Department of Housing and Urban Development (HUD).
Additionally, as part of the planning process, an Analysis of Impediments to Fair Housing is being conducted. The Analysis of Impediments is an assessment of the County’s laws, ordinances, statutes and administrative policies as well as local conditions that affect the location, availability, and accessibility of housing.
The Pinellas County Consortium consists of the Urban County and the City of Largo, with Pinellas County serving as administrator of the HOME Investment Partnerships (HOME) program. Currently, the Urban County includes all the unincorporated areas and eighteen cities cooperating in Pinellas County’s Community Development Block Grant (CDBG) program. Funding sources of proposed projects are the Pinellas County CDBG and Emergency Solutions Grant (ESG) programs, and the Consortium’s HOME program.
Funding projections expected to be available are as follows (the City of Largo is advertising their CDBG funding and proposed projects separately):

Entitlement allocation amounts identified above are estimated amounts based on current year (FY 24-25) entitlement funding levels. At the time of this notice, HUD has not announced FY 25-26 entitlement allocation amounts.

The proposed projects and award amounts listed above are based on an estimated FY 25-26 CDBG allocation that is equal to the FY 24-25 CDBG allocation and projected program income. The proposed projects are listed in priority order based on application review scores. Should the final CDBG allocation decrease, CDBG funding will be reduced first from the Public Infrastructure Program Demolition and Clearance activity. Should additional reductions be required, CDBG funding will be reduced proportionally from the Target Area Community Enhancement Program and the Target Area Land Acquisition/Site Development activities above. Should the final CDBG allocation amount increase, alternate Target Area and Public Facilities Program activities identified below may be funded .1
Public Services Program

The proposed projects and award amounts listed above for Public Services Program projects are based on an estimated FY 25-26 CDBG allocation that is equal to the current FY 23-24 CDBG allocation. The proposed projects are listed in priority order based on application review scores. Should the actual CDBG allocation decrease, funding will be provided to the projects in the above order, until funds are fully allocated. Should the actual CDBG allocation amount increase, additional funds may be made available to the YMCA of the Suncoast Omni Center Operations activity up to the Public Service cap.
Homeless and Homelessness Prevention Services Program

The proposed Homeless Homelessness Prevention Services projects and award amounts listed above are based on an estimated FY 25-26 ESG allocation that is equal to the current FY 24-25 ESG allocation. Should the final ESG allocation decrease, the ESG Grant Program Components activity will be reduced to the required minimum 40% of the ESG allocation. Funding for the Homeless and Homelessness Prevention Data Collection activity will remain unchanged. The other two proposed projects are listed in priority order based on application review scores. Funding will be provided to the activities in the above order, until the remaining funds are fully allocated. Should the final ESG allocation amount increase, additional funds will be added to the Emergency Solutions Grant Program Components activity.

Approximately 99% of Pinellas County CDBG funds are allocated to activities which principally benefit low- and moderate-income households.
