Welcome to the Community Housing Guide, a directory of affordable housing and homeownership options in Pinellas County. Resources and agencies that provide affordable housing services and programs are included.

Assisted Living Facilities
There are more than 200 Assisted Living Facilities (ALFs) in Pinellas County. These facilities are licensed, approved or certified by the State of Florida Agency for Health Care Administration. ALF’s offer various levels of service including independent living, assisted living and respite care. Other services include daily meals, assistance with personal care, transportation, etc. A complete listing of all licensed facilities is available from the Agency for Health Care Administration.
Another helpful resource is the Department of Elder Affairs’ Florida Affordable Living website. This site provides consumer resources including a guide on how to select an ALF.
Community Housing
There are rental communities throughout Pinellas County offering affordable rates. Contact the agencies directly for availability, eligibility requirements and rates. Affordable, income-restricted housing is in high demand, so many rental communities have waitlists.

The Housing Finance Authority of Pinellas County’s (HFA) First-time Homebuyer Program provides first mortgages and down payment assistance for new homebuyers. Additional information is available at (727) 223-6419.
Habitat for Humanity of Pinellas County builds and sells homes to households who do not qualify for a traditional mortgage. Additional information is available at (727) 536-4755.

Public Housing Authorities
There are four public housing authorities in Pinellas County. Each offer different services including rental assistance, housing vouchers, assisted living facilities and more. Rental rates are determined by the tenant’s income. The Housing Choice Voucher Program (Section 8) is a federal program for assisting lower income families, the elderly and the disabled. Eligibility is determined by the local Housing Authority. Funds for the program are limited.
