Permit Exemptions for Work Under $7,500

As of July 1, 2026, new permit exemptions under Florida House Bill 803 (Florida Statute 553.79) are in effect for unincorporated Pinellas County.
The legislation creates limited permit exemptions for certain construction projects for single-family homes. While some qualifying projects may no longer require a building permit, property owners and contractors must obtain approval from the County’s Building Official before proceeding with exempt work.
What qualifies for a Residential Permit Exemption?
Under Florida Statute 553.79, certain non-structural residential construction projects with a total value of less than $7,500 may qualify for a permit exemption. Projects that might qualify for this exemption may include minor repairs, construction or replacements of certain, often small structures such as:
- Doors
- Overhead Garage Doors
- Roofs
- Sidings
- Soffit/Fascia
- Stucco
To qualify for the exemption, applicants must submit a written request to the County Building Official along with documentation describing the proposed work, and a copy of signed contract.
What does not qualify for a Residential Permit Exemption?
The exemption does not apply to:
- Properties located in a Flood Zone or Flood Hazard Area
- Gas work
- Electrical work
- Mechanical work
- Plumbing work
- Structural work
State law also prohibits dividing a large project into many, smaller projects to avoid permitting requirements.
What documents are required on the job site?
A copy of the exemption request stamped and approved by the Building Official must remain on the job site throughout construction and be available for review by Code Enforcement personnel. Failure to maintain the approved exemption documentation on-site may result in receiving a Stop Work Order.
How to Request a Building Permit Exemption
Work performed under an approved permit exemption will not be inspected by County staff. Property owners and contractors are responsible for ensuring all exempt work complies with applicable laws, regulations, codes, and building standards.
