Private Providers
Under Florida Statute 553.791, Private Providers allow property owners and contractors to hire licensed engineers, architects, or building code administrators to perform plan reviews and building inspections in place of local government staff. This streamlined process accelerates project timelines while ensuring full compliance with the Florida Building Code and local regulations.
Overview of Private Provider Services
Once registered, Private Providers handle the entire inspection process from initial scheduling to final approval directly through the Pinellas County Access Portal.
- Firm Registration: The primary license holder registers the firm, lists all Duly Authorized Representative personnel, and maintains verified county credentials.
- Inspection Oversight: The Private Provider independently schedules, performs, and uploads all field inspection results.
- Final Certification: Upon project completion, the Private Provider issues and uploads the official Certificate of Compliance.
- Compliance Maintenance: PPs maintain active insurance records on file with the County to remain in good standing.

Detailed Instructions
All Private Providers must register with Pinellas County before starting any work, and they must maintain active registration and insurance records pursuant to Florida Statute 553.791.
Florida Business License: Copy of the business entity’s license (a DBPR website screenshot is acceptable).
Building Code Administrator License(s): Copy of professional license(s) for each administrator (a screenshot of the license from the Department of Business and Professional Regulation website is acceptable).
Certificate of Insurance (Professional Liability): Proof of coverage per F.S. 440.02(8) and F.S. 553.791(18). For projects $5 million or less: $1 million per occurrence / $2 million aggregate. For projects more than $5 million: $2 million per occurrence / $4 million aggregate.
Please note:
Certificate Holder: Set the Certificate Holder on your Certificate of Insurance to Pinellas County BDRS, 440 Court Street, Clearwater, FL 33756.
Duly Authorized Representative License Table: Online registration requires a table listing all professional licenses for your DAR personnel.
Step 1: Go to Pinellas County Access Portal and click “CREATE AN ACCOUNT” under the Sign-In, and follow the steps to create your account; be sure the person creating the account is the main license holder of the firm.
Step 2: Login and click on the tab labeled as “PCCLB.” Click on the button “Private Provider Registration,” and follow the prompts. Refer to the Private Provider Registration Checklist for the required documents that must be uploaded.
Step 3: Once record number is given (PPR26-xxxxx), you may view the record details. The information will be sentto our licensing department for verification; please allow 5 business days from submittal for confirmation of verification.
Step 4: Once verified, you will receive an email with confirmation of verification and the license number (PPR26-xxxxxV). This verified number is the number that will be used when updating insurance and when a contractor is adding you to a permit application.
Step 1: Log-in to your Access Portal account and click on the “Home” tab.
Step 2: Under the section labeled, “Build”, click on “Schedule an Inspection”.
Step 3: Locate the permit number you would like to schedule inspection(s) on and click the number.
Step 4: Click “Schedule or Request an Inspection”.
Step 5: Select the type of inspection you want and click “Continue.”
Step 6: Select the preferred date for the inspection to take place.*
Step 7: Select the time frame labeled as “All Day” and click “Continue.”
Step 8: Confirm your contact information and address and click “Continue.”
Step 9: Confirm your selections, include notes if needed, and click “Finish.”
*We will do our best to accommodate your preferred date, but your final inspection date will be confirmed upon scheduling.
Step 1: Log-In to Access Portal account and click on the “Home” tab.
Step 2: Under the section labeled “General Information”, click on “Upload Inspection Results“.
Step 3: At the bottom of the section labeled as “New Inspections“, click on the link to download the inspection
list.
Step 4: Enter your inspection results into the Excel spreadsheet report, then save the file once complete.
Step 5: At the bottom of the section labeled as Resulted Inspections”, click on the link to upload the saved Excel
spreadsheet with the resulted inspections;
Step 6: Click “Add“, select the Excel spreadsheet saved with the resulted inspections and once the file reaches
100%, click continue.
Step 7: Once your file uploads to the Access Portal, your inspection results will appear under the Resulted Inspections section within a few minutes.
Please note:
- Inspections must be scheduled prior to uploading inspection results.
- All fields marked with an asterisk (*) are required to submit inspection results. If a field is left blank or contains an error, the spreadsheet will display an explanation so you can correct it before submitting.
- Unless a Certificate of Occupancy or Certificate of Completion is required, your permit will automatically close within 1–2 business days of final approval.
Step 1: Log in to your Access Portal account and click the Build tab.
Step 2: Locate and click the permit number where the Certificate of Compliance (CoC) will be uploaded.
Step 3: Click the Plan Room drop-down menu and select Uploads.
Step 4: Click Attachments, then drag and drop your file into the window or click Browse to select it.
Step 5: Select Private Provider Cert of Compliance as the Document Type, then click Upload and Validate.
Step 6: Once validated, County staff will review the document and process permit completion within 1–2 business days.
Step 1: Log in to your Access Portal account and click the PCCLB tab.
Step 2: Locate your verified license number (PPR26-xxxxx) and click Update on the right-hand side.
Step 3: Select Private Provider Insurance and click Continue.
Step 4: Enter the new effective and expiration dates in the required insurance fields, then click Continue.
Step 5: Click Add, select your file to upload, and once the upload reaches 100%, click Continue.
Step 6: Select Certificate of Insurance as the Document Type, enter a brief file description (required), and click Save.
Step 7: Once your file populates with an Actions menu next to it, click Continue.
Step 8: Review the submittal summary page, then click Continue to finalize.
Step 9: You will receive a reference record number (PPI26-xxxxx) and can view your submittal details.
Step 10: Please allow at least one business day for staff to process your insurance update.
Step 11: An email confirmation will be sent once your update is approved.
Registration Tips and Reminders
- Contact Information: Click Select From Account when prompted. Only select New if the contact person is different from the account creator.
- Registration Type: If selecting Firm, you must list all Duly Authorized Representative (DAR) personnel in the table.
- Policy Type: If selecting Claims Made, you must check the pop-up box confirming 5-year tail coverage as required by Florida Statute 553.791.
- Certificate Holder: The Certificate Holder on your Professional Liability Certificate of Insurance must be listed as:
