How to Pay
Fees can be paid in the following ways:
- Through the Pinellas County Citizen Access Portal
- By check, mailed or hand-delivered
Separate notifications and fees are required for renovations and demolitions at the same facility. Notifications cannot be combined.
If, in the course of a demolition or renovation, it is determined that the project belongs in a higher fee category than initially determined, an owner/operator must revise the original notification and pay the balance of the fee for the higher category.
Fee requirements do not apply when the NESHAP demolition or asbestos removal project is in a school, college or university.
Pay by Check
If paying by check, make it payable to “PC BCC” and include a copy of the official notification. Mail or deliver to:

Pay by Credit Card (Visa and Mastercard only)
To pay online, visit the Pinellas County Access Portal to register for an account or log in to your existing account. The portal is free to use for revising or amending your notifications, submitting new asbestos notifications, and/or uploading reports and documents for review. Email Air Quality at AirQualityAsbestos@pinellas.gov or call (727) 464-4422 with any questions or issues with the online portal.
NOTE: The vendor charges an additional 2.25% convenience fee when processing a credit card payment.
If you register for a new account or do not see the “Pay Fees Due” link in the My Records section to access the record number (AQA#), please email Air Quality at AirQualityAsbestos@pinellascounty.or and include the following information to associate your account with the record:
- Username
- Email address
- First and last name

Fees are authorized per Section 58-90(15) of Pinellas County Code.

Demolition – Portable commercial structure relocation: removing from a foundation of any mobile or portable public or commercial structure. The intent is not to destroy or dismantle the structure, but to take out load stabilizing supports to re-support at a new location. (Public or commercial mobile or portable structures include but are not limited to modular buildings, modular offices, portable buildings, and construction trailers). | $50 per structure |

Other Important Fees
- After-the-fact notifications are double the normal fee.
- For phased renovation projects, the fee is based on the amount of asbestos in each phase per the above schedule.
- A late revision to a notification is $250.
