Florida State Housing Initiatives Partnership Program
The State Housing Initiatives Partnership (SHIP) program provides funds to local governments as an incentive to create partnerships that produce and preserve affordable homeownership and multifamily housing. The program was designed to serve very low-, low- and moderate-income families.
SHIP dollars may be used for housing activities including new construction, rehabilitation, down payment and closing cost assistance, construction and gap financing, acquisition of property for affordable housing, matching dollars for federal housing grants and programs and homeownership counseling.
Pinellas County receives an annual allocation of SHIP funds to carry out identified strategies to promote, preserve and produce affordable housing in Pinellas County. Information on current funding availability is available in the NOFA.
SHIP Affordable Housing Advisory Committee
The Affordable Housing Advisory Committee (AHAC), appointed by the Board of County Commissioners, reviews policies and procedures, ordinances, land development regulations and the adopted local government comprehensive plan of Pinellas County to recommend specific actions or initiatives to encourage or facilitate affordable housing.
The AHAC committee is required triennially to prepare and submit a report to the Board of County Commissioners. Local Housing Assistance Plan
The Local Housing Assistance Plan (LHAP) defines Pinellas County’s strategies for meeting the housing needs of very low-, low- and moderate-income households, expanding production and preservation of affordable housing, and furthering the housing element of the County’s comprehensive plan specific to affordable housing.

SHIP Annual Reports
The SHIP Annual Report details program accomplishments and compliance with SHIP statutory requirements. Each annual report covers a three-year period, including the year being reported as closed and two interim years.
