Proposed Work and Purpose
Pinellas County proposes to provide flood protection of critical wastewater infrastructure by installing electrical panels above the Base Flood Elevation (BFE) to meet the 500-year level of protection at thirty-five (35) sanitary sewer pump stations located throughout the County. The existing electrical panels have experienced repeated
flooding during past storm events, including incidents where floodwater submerged electrical components, which caused the pump stations to fail. The project would allow the pump stations to remain operational during future storms, ensuring reliable sanitary sewer services and preserving the public health and safety in the area.
Project Alternatives
The alternatives to the project that have been and will be considered are 1) the no action alternative and 2) Installation of submersible panels, allowing the equipment to remain at current elevations within the flood zone. These alternatives to the proposed project are not viable because under Alternative 1) The No Action Alternative results in continued exposure to flood risks, which could continue to lead to service interruption, environmental contamination due to sewage overflows, costly emergency and permanent repairs, and increased risk to public health and safety; and Alternative 2) Submersible panels do not address all necessary electrical improvements, and carry the risk of failure of the floodproofing seals and may also become prone to moisture damage and internal condensation over time, limiting the overall resiliency benefits of this alternative project option.
