County Equipment Use by Temporary Contractors

Pinellas County departments must follow these procedures in the event that a temporary contractor employed by a temporary staffing agency needs to drive a County vehicle, mower, or golf cart.
County Vehicle
For a County car, pickup truck, or small SUV:
- The department manager or supervisor must request a motor vehicle background check through the temporary staffing agency.
- A Risk Management safety manager or safety specialist will review the background check and approve or deny the request according to the Pinellas County driver policy.
- If the request is approved, then Risk Management will send an email confirming the approval of the motor vehicle background check.
- The requesting department contacts a Risk Management safety specialist to conduct a driver safety orientation.
- After the training is completed by Risk Management, then the temporary employee is approved to drive County vehicles.
- The contract employee must surrender their County driver’s license when their temporary employment ends.
County Mower
- The temporary employee must be 18 years of age to operate a County mower.
- The requesting department must specify the type of mower to be used. This is to ensure the safety and efficiency of County property.
- The temporary staffing agency will train the temporary employee on the operation of the mower.
- The temporary employee must have a valid driver’s license. The temporary staffing agency must confirm the license is valid through the Florida Department of Highway Safety and Motor Vehicles.
- The requesting department’s equipment trainer shall conduct safety training for the temporary employee.
County Golf Cart
- The temporary employee must be 18 years of age to operate a County golf cart.
- The temporary employee must have a valid driver’s license. The temporary staffing agency must confirm the license is valid through the Florida Department of Highway Safety and Motor Vehicles.
- The temporary staffing agency must train the employee on the operation of the golf cart.
- The requesting department will contact a Risk Management safety specialist to conduct safety training on the golf cart.
