Private Sewer Lateral Application Checklist

This checklist is to help Pinellas County Utilities customers understand file requirements for Access Portal applications related to private sewer lateral permits and rebates. Work must be completed by a plumbing contractor certified or licensed with the Pinellas County Construction Licensing Board and meet Pinellas County Utilities requirements to be accepted.

Failure to upload any required file will result in an application being delayed or denied.

The following files are required to process Access Portal applications (Pinellas.gov/access-portal) related to private sewer lateral permits and rebates.

A. Customers applying only for a video inspection rebate must upload the following files:

  1. Private Sewer Lateral Video Inspection form completed by a plumber.
  2. CCTV video inspection file directly recorded from the camera – links are not accepted.
  3. Sketch of the lateral.
  4. Plumber’s receipt itemizing work completed.

B. Customers applying for a lateral rehabilitation or replacement must upload the following files:

  1. Private Sewer Lateral Video Inspection form completed by a plumber
  2. CCTV video inspection file directly recorded from the camera – links are not accepted.
  3. Sketch of the lateral.
  4. Plumber’s receipt itemizing work completed.
  5. Completed final plumbing inspection form provided by the city or county building department.

Note: Customers do not need to resubmit the inspection form or video file if they already submitted these as part of the inspection rebate process (Option A) and the rebate was approved.

C. Customers applying for the inspection and lateral replacement or rehabilitation together must upload the following files:

  1. Private Sewer Lateral Video Inspection form completed by a plumber.
  2. CCTV video inspection file directly recorded from the camera – links are not accepted.
  3. Sketch of the lateral.
  4. Plumber’s receipt itemizing the video inspection.
  5. Plumber’s receipt itemizing the replacement or rehabilitation work completed.
  6. Completed final plumbing inspection form provided by a city or county building department.
