What is the Pinellas County Board of County Commissioners' Strategic Plan?
The Strategic Plan is a document that outlines the Board’s overall vision for the County that will help guide the County’s operations, services and initiatives in fiscal year 2025 through fiscal year 2030.
Why was a new Strategic Plan developed?
We developed a new strategic plan to meet the evolving needs of our residents, allocate resources effectively and ensure the long-term sustainability and adaptability of our community.
How does the Strategic Plan benefit county residents?
The County’s Strategic Plan is a comprehensive tool that aims to improve the overall wellbeing and satisfaction of our residents by enhancing services, fostering transparency and accountability, encouraging community involvement, and promoting economic growth and resilience. Your active participation in this process helps ensure that the plan truly represents the needs and aspirations of our diverse community.
Who was involved in creating the Strategic Plan?
Creating the Strategic Plan required the cooperation of many Pinellas County stakeholders. The plan was informed by input from the public, results of the National Community Survey, the Board of County Commissioners and Department leaders, available data and other County plans and policies.

How will the Strategic Plan impact local services and programs?
The Strategic Plan drives the budget by prioritizing resources to support the services and programs the County provides. The resources made available through the budget enable continuous improvement toward the key results desired by the Board of County Commissioners and the public at large.
What is the timeline for implementing the Strategic Plan?
Once the plan is adopted by the Board of County Commissioners, individual departments and divisions will use this framework when formulating their annual operational plans at the beginning of each fiscal year.
How can residents, local businesses or organizations get involved or provide input on the Strategic Plan?

How will the county measure the success of the Strategic Plan?
Department directors have drafted several recommended outcome indicators to measure how well the County is moving in the key results areas. The indicators will be presented in an online dashboard.

How can residents provide feedback or suggestions for improvements to the plan in the future?
The County intends to conduct a resident survey annually. The survey will include a sampled survey for randomly selected households only as well as an open participation survey that will be open to all residents. Results from this survey will used to help the Board of County Commissioners make better-informed decisions and enable county staff to provide quality services that meet real community needs.
