JOB SUMMARY

Under general direction of the Airport Operations Manager, is responsible for performing supervisory and administrative work in the coordination of security-related activities and communications.  This position plans, organizes, and supervises all aspects of the Airport Security Plan.  Responsibilities include all aspects of 49 CFR 1542, ensuring the Airport Security Plan is up to date and in line with security directives.  This position has direct supervision of the airport badge office and personnel.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Exercises direct supervision over the airport bade office and assigned staff, interviews, selects, evaluates, coaches, and if necessary, disciplines subordinates in accordance with established personnel rules and policies;
  • Oversees operations and administrative duties to include staff schedules, attendance/time keeping, and staff training and development;
  • Serves as the primary and immediate contact for security-related activities and communications with TSA and the Pinellas County Sheriff’s Office;
  • Monitors all security-related functions to ensure effectiveness and compliance with 49 CFR 1542, its security program, and applicable security directives;
  • Immediately initiates corrective actions for any instance of non-compliance with 49 CFR 1542, its security program, and security directives;
  • Enforces, reviews, and makes necessary changes to the Airport Ramp and Security Program;
  • Serves as a liaison with airport station managers and airline ground security coordinators regarding air carrier security related issues;
  • Develops and reviews airport security programs, directives, and activities including airport tenants and employees to ensure compliance with city, state, and federal safety and security regulations;
  • Prepares reports and/or conducts presentations to various stakeholders;
  • Ensures availability of required documents as related to 49 CFR 1542 and the Airport Security Program;
  • Authorizes and determines the necessity for security clearances to airport users seeking access to the Security Identification Display Area, Sterile Area, and Airport Operations Area;
  • Performs regular and unannounced security inspections to ensure compliance with regulations and policies;
  • Investigates security-related incidents;
  • Drafts responses to TSA Letters of Investigations or Action Plans;
  • Responds to emergencies and TSA notifications and is available for 24 hour/7 days a week phone calls with regards to the Airport Security Program;
  • Assists with community relations as necessary to promote the facility, its tenants, and its services;
  • Conducts needs assessment and assist the Operations Manager for determining budget requirements for security needs;
  • Supervises the process, and approves airport ID Media;
  • Assists the Airport Operations Manager and performs other duties as required;
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Four (4) years of related experience to include at least two (2) years of supervisory experience and two (2) years working in an airport security office; or an Associate’s degree in Aviation Management, Criminal Justice, Emergency Management, Business, or a related field and two (2) years of experience as described above; or an equivalent combination of education, training, and/or experience. Must possess Airport Security Coordinator Certification through SSI Instruction or American Association of Airport Executive (AAAE).

Special Qualifications (May be required depending on area of assignment):

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Other knowledge, skills, abilities, and credentials required for a specific position.

Knowledge, Skills, and Abilities:

  • Ability to apply critical thinking and logic with resource management to solve problems in stressful situations;
  • Knowledge of commercial security systems, such as cameras and access control systems and 49 CFR Part 1542.207;
  • Knowledge of Federal, State, County and municipal rules, and regulations applicable of TSA CFR 1542 and associated regulations; Ability to analyze and report on operational conditions or emergency situations and to recommend or implement appropriate solutions; Ability to present facts clearly and concisely in oral and written communication;
  • Ability to operate two-way radio, mobile and portable telephones, and personal computers;
  • Ability to establish and maintain successful working relationships with individuals of diverse backgrounds and to respond tactfully and courteously during interactions with airport tenants, the public, co-workers, and all internal and external customers;
  •  Ability to supervise, lead, and provide guidance and development to subordinate staff;
  • Ability to plan, organize, and conduct investigations and to adapt methods, techniques, and procedures of investigation to specific situations, to maintain related records and complete accurate reports;
  • Knowledge of 49 CFR Part 1542 Security Directives along with the ability to interpret these directives;
  •  Skills in personnel management and budget development and administration;
  • Proficiency with Microsoft Office software applications.

PHYSICAL/MENTAL DEMANDS

This is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  Additionally, the following physical abilities are required:

  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Standing: Particularly for sustained periods of time.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
