JOB SUMMARY
The Budget Administrator performs professional budgeting work for the Clerk of the Circuit Court and Comptroller, overseeing a wide range of financial activities such as budget development, expenditure projections, and budget versus actual monitoring. This position involves conducting fiscal analysis, reviewing, and developing complex financial records, and assessing the fiscal impacts of legislative, ordinance, or contract changes. The incumbent works both independently and collaboratively on various projects, including financial fund analysis, cost drivers, headcount projections, and scenario planning. The Budget Administrator supervises a Budget Analyst, providing guidance and oversight on budget preparation, analysis, and reporting. The position requires initiative, sound judgment, and attention to detail, reporting to the Director of Administration or designee.
ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)
- Serve as the primary contact for department and agency directors, providing a wide range of financial services to meet operational requirements and ensure efficient budget management;
- Advise internal division directors and managers on budgetary matters, helping them manage and optimize their budgets in alignment with organizational goals;
- Lead the preparation, implementation, and monitoring of the annual budget, ensuring alignment with the organization’s strategic goals and financial policies;
- Work closely with department heads to gather budget inputs and ensure all budgetary decisions reflect both short-term and long-term priorities;
- Monitor revenues, expenditures, reserves, and balances to verify funding sufficiency, compliance with financial controls, and adherence to approved budgets;
- Perform variance analysis, comparing actual results against budgeted figures, and recommend corrective actions when necessary;
- Collaborate with the Clerk’s accounting team to conduct detailed financial analysis using historical data and analytical tools to identify trends, and forecast future revenue, while the budget team forecasts expenditures, together informing overall budget decisions;
- Balance strategic direction with day-to-day financial management, developing and measuring goals and objectives for both the budget and special projects;
- Coordinate and align long-term and short-term planning efforts across departments to ensure all financial activities are in line with organizational priorities;
- Stay informed on legislative changes and monitor the impact of proposed laws, ordinances, and regulations on the local government’s budget and financial operations;
- Prepare clear and concise financial reports, including budgetary status updates, revenue/expenditure forecasts, and recommendations for action;
- Present financial results and budget recommendations to senior management, elected officials, and other stakeholders in a professional, accessible format;
- Supervise and mentor Budget Analyst, ensuring the timely and accurate completion of tasks;
- Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
Eight (8) years of professional accounting and/or budgeting experience working with a complex enterprise resource planning and financial management system; or an Associate’s degree in Accounting, Finance, Business, Public Administration or related field and six (6) years of experience as described above; or a Bachelor’s degree in Accounting, Finance, Business, Public Administration or related field and four (4) years of experience as described above; a Master’s degree in Accounting, Finance, Business, Public Administration or related field and two (2) years of experience as described above.
Special Qualifications (May be required depending on area of assignment):
- Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
- Assignment to work a variety of work schedules including compulsory work periods, special, emergency, and or/disaster situations.
- Must be able to travel to budget meetings and work sessions held in a variety of locations.
- Other highly desirable knowledge, skills, abilities, and credential relevant to the position.
Knowledge, Skills and Abilities:
- Knowledge, at an intermediate level, in Microsoft applications (Word, Excel, Project, PowerPoint, Vision);

PHYSICAL/MENTAL DEMANDS
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:
