JOB SUMMARY
Performs highly responsible technical, administrative and managerial work acting as the second-in-command within Building Services, oversees the plan review process, inspections and enforcement in accordance with review and issuance of building permits in accordance with the Florida Building Code, covering construction, alteration, and repair of structures. Serves as Executive Director of the Pinellas County Contractor Licensing Board (PCCLB) and leads a team of professional and technical staff responsible for evaluating applications for construction and physical development projects, ensuring compliance with building codes and safety regulations in unincorporated areas and contracted municipalities within Pinellas County. Requires advanced coordination with other County departments and regular interaction with the public to manage building construction and code enforcement activities effectively. Leads Building compliance with Floodplain Management documentation and policies. The incumbent exercises substantial independent judgment in resolving complex permitting and development challenges. The incumbent reports directly to the Division Manager and requires availability for emergency responses involving structurally compromised or damaged buildings.

- Performs duties of Executive Director of Contractor Licensing;

- Leads the team to meet or exceed key performance indicators (KPIs) and project timelines;

- Supervises and mentor staff in the review of permit applications, building inspections, and code enforcement;
- Ensure technical accuracy and consistency in all building service activities;
- Manages the preparation and delivery of technical documentation and reports;
- Facilitate communication and coordination across departments to support seamless operations;
- Guides strategic planning and implementation of policies related to permitting, inspections, staff development, and consultant oversight;
- Ensure compliance with applicable codes, regulations, and ordinances;
- Mentors, trains, and supports staff growth;
- Build a motivated, skilled team committed to delivering high-quality service and regulatory compliance;
- Plans, directs, supervises, and coordinates all activities and staff within Building Services to ensure efficient operations and high service quality;
- Resolves complex disputes involving code compliance and county ordinances, facilitating fair and effective solutions among stakeholders;
- Explores and implements new permitting and inspection models that reduce costs and improve service delivery;
- Ensures departmental goals and operations are aligned with the County’s Strategic Plan, Mission, Vision, and Core Values;
- Collaborates with Business Technology Services (BTS) on the ongoing deployment and optimization of the ACCELA permitting platform;
- Works closely with the Emergency Operations Center (EOC) and inspectors to assess building damage following disasters and support emergency response efforts;
- Coordinates with the County Floodplain Administrator or their designee to ensure adherence to the County Floodplain Ordinance and FEMA guidelines;
- Liaises with municipal officials to ensure alignment and concurrence on services provided by the County;
- Serves as a point of contact for architects, contractors, and building owners regarding technical questions and plan reviews;
- May serve as a member of the Pinellas County Construction Licensing Board and participate in relevant subcommittees;
- Enforces compliance with applicable building, mechanical, electrical, and plumbing codes;
- Maintains active communication with county and municipal officials to address shared planning challenges and promote unified development standards;
- Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
Current, valid certification as a Building Official by the State of Florida Department of Business and Professional Regulation, and six (6) years technical, administrative, and leadership experience in land development, structural engineering, architecture, plan review, or related field that includes two (2) years supervision; or Associate’s degree with major course work in urban planning or engineering and five (5) years’ experience as described above; or Bachelor’s degree and four (4) years’ experience as described above; or an equivalent combination of education, training, and/or experience.
Special Qualifications (May be required depending on area of assignment):
- Florida Driver’s License or Florida Commercial Driver’s License and endorsements, if any.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
- Other highly desirable knowledge, skills, abilities, and credentials relevant to a position.
Knowledge, Skills and Abilities:
- Knowledge of modern building construction practices, methods, systems, materials, and equipment;
- Knowledge of local, state, and federal building, plumbing, roofing, electrical and mechanical codes, ordinances, and related regulations;
- Knowledge of modern developments, current literature, and sources of information in the field of building construction and inspection;
- Knowledge of development codes, regulations, ordinances and policies;
- Ability to apply computer applications and software;
- Ability to supervise and coordinate the work of skilled technical, professional, and clerical workers performing varied tasks in specified area of assignment;
- Ability to read and interpret plans, blueprints, and specifications to determine conformity with established regulations and skilled techniques for the field inspection of buildings and other structures;
- Ability to prepare and present technical reports as required;
- Ability to enforce regulations with firmness, tact and impartiality;
- Ability to establish and maintain effective working relationships with subordinates, superiors, County departments, community officials, contractors, builders, citizens, state and federal officials;
- Ability to recommend, prepare or assist in the preparation of new rules and regulations affecting building code requirements;
- Ability to interpret and administer, within delegated authority, applicable legislation, rules and regulations;
- Ability to recommend, prepare or assist in the preparation of new rules and regulations affecting land development;
- Ability to present ideas and findings clearly and concisely to the public, various civic organizations, committees and panels;
- Ability to coordinate and supervise special research projects and provide recommendations in documented written form;
- Ability to speak extemporaneously on subjects related to land development codes, processes and procedures, permitting, zoning, growth and development.
PHYSICAL/MENTAL DEMANDS
The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
- Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
- Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
- Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Grasping: Applying pressure to an object with the fingers and palm.

- Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
