JOB SUMMARY

Performs professional budgeting work with the responsibility for a wide range of financial activities including conducting technical and fiscal analysis to ensure the provision of accurate, timely budget development, budget versus actual monitoring, revenue and expenditure projections, including financial resource analysis. Working in the Clerk’s Administration Division, this position will be responsible for reviewing and developing complex financial records coupled with preparing and monitoring all budgets, fiscal impacts of legislative, ordinance, or contract changes.

This position serves the Clerk of the Circuit Court and Comptroller. The incumbent will work independently and with a team on various assignments and projects which may include financial fund analysis and reporting, analysis of revenue and cost drivers, headcount/FTE projections, scenario planning, performance measures as well as compilation and presentation of financial estimates and assumptions.  The incumbent is responsible for overseeing the Clerk of Circuit Court’s budget software, including reports, data entry, data integration, and security roles and responsibilities.

Work may involve the independent application of generally accepted governmental accounting principles and review of legislative proposals and changes, BCC agenda transactions and contracts for compliance with laws, regulations and policies. This work requires initiative and the exercise of sound judgment.  This position reports to the Director, Administration or designee.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Under the Director of Administration serves as the lead of the budget support team in order to prepare timely and accurate budget/special projects submissions required for state, county, or internal purposes while working closely with Clerk’s Office leadership and subject matter experts (SMEs);
  • Analyzes historical data to isolate significant trends and practices to be used for strategic planning and budget monitoring;
  • Balances strategic direction while coordinating long-term and short-term planning efforts, including development and measurement of goals and objectives;
  • Performs budget and financial analysis, technical fiscal studies, analyzes acquired data, reports on budget status by comparing and analyzing actual results and trends with plans and forecasts;
  • Uses a variety of methods and analytical tools to prepare revenue and expenditure forecasts;
  • Prepares and presents financial results and recommendations in well written and easily readable professional report for management and public consumption;
  • Improves work efficiency by analyzing cost and revenue drivers, and conducting workflow analysis;
  • Increases productivity by maximizing the use of automated accounting applications and data analytics tools; coordinating information requirements, and validating results;
  • In coordination with the Clerk’s Administration Division leadership, performs detailed research of legislative changes, contracts and proposed ordinances, reviewing and monitoring impact on proposed budgets, revenue, expenditures and fund balances;
  • Analyzes budgetary and general ledger data to interpret budget to actual comparisons;
  • Reviews and monitors changes in policies and procedures, to assure conformity with federal, state and county laws and regulations, county and departmental procedures and practices and for economic feasibility;
  • Responds to budget inquiries and prepares other budget related reports as necessary;
  • Participates on committees on behalf of the Clerk, if directed;
  • Plans and tests software updates and patches as well as implementation and upgrades to accounting and budgeting software;
  • Utilizes best practice processes around work assignments, project management, and quality of output;
  • Builds relationships with internal and external stakeholders to improve services and ensure service levels are being met;
  • General functional knowledge of area of responsibility;
  • Competent to work at a high technical level of most phases of fiscal analysis while considering the fiscal implications of business decisions to the current and projected budget;
  • Creates communications (correspondence, presentations, and other materials) for knowledge transfer and budget briefings to internal and external stakeholders;
  • Identifies, recommends, and participates in ongoing process improvement initiatives;
  • Participates in project planning activities and development of more effective business processes;
  • May lead small work teams in large or small projects;
  • Performs related work as assigned or required.

QUALIFICATIONS

Education and Experience:

Eight (8) years of professional accounting and/or budgeting experience working with a complex enterprise resource planning and financial management system; or an Associate’s degree in Accounting, Finance, Business, Public Administration or related field and Six (6) years of experience as described above; or a Bachelor’s degree in Accounting, Finance, Business, Public Administration or related field and Four (4) years of experience as described above; a Master’s degree in Accounting, Finance, Business, Public Administration or related field and Two (2) years of experience as described above.

Special Qualifications (May be required depending on area of assignment):

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any;
  • Assignment to work a variety of work schedules including compulsory work periods, special, emergency, and or/disaster situations;
  • Must be able to travel to budget meetings and work sessions held in a variety of locations;
  • Other highly desirable knowledge, skills, abilities and credential relevant to the position.

PHYSICAL/MENTAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:
