JOB SUMMARY

This is a professional supervisor leadership position, assigned as a Program Lead, responsible for multiple programmatic areas within Emergency Management (EM).  The incumbent performs highly specialized program management work with responsibility for multiple specialty areas within a designated EM Program.  The incumbent is responsible for an advanced level of oversight, supervision and management of subordinates’ work activities as well as the management, development and maintenance of major programs designed to implement EM activities.  The incumbent ensures position activities and subordinates’ work activities properly align with the Pinellas County Comprehensive Emergency Management Plan and other associated plans, policies, guidance and regulations.  The incumbent contributes to the development of the department strategic planning and implementation process ensuring innovative and efficient accomplishment of work within designated program areas.  The incumbent exercises and applies a wide range of independent judgment, initiative and discretion in carrying out assignments and programs to obtain the maximum degree of efficiency and effectiveness for a broad range of EM programs. The position reports to a designated supervisor, an Operations Manager or the Director.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Provides leadership to professional staff in the department including monitoring goals and objectives and compliance for grants for the department and specific to assigned program areas;
  • Manages staff tasking, projects, tracking and project status, as well as metrics and ensures timely updates;
  • Plans and implements Program Area projects;
  • Ensures programmatic oversight for strategic planning and implementation of innovative and efficient maintenance of position assignments, plans, databases and coordinates with internal and external partners to ensure operational status;
  • Verifies and ensures project costs are in alignment with the budget, identify any needed resources and assist with procurement processes;
  • Identifies new processes and technologies and ensures integration into operations/systems, and related activities to accomplish assigned missions that often involve responsibility for highly technical matters;
  • Provides budget input for Program Area and verifies and ensures project costs are in alignment with the budget, identify any needed resources;
  • Identifies Program Area strategies for incorporation into the departmental strategic planning process and responsible for the development, implementation and maintenance of operational and tactical plans, policies, and processes for them and their subordinates within their Program Area;
  • Prepares, updates, edits, and analyzes, plans and standard operating procedures and checklists for all hazards in the areas of preparedness, response, recovery, and mitigation, including the review of subordinates’ plans and compliance with departmental standards;
  • Coordinates and manages volunteers and interns both during normal operations and activations.
  • Coordinates hazard planning with all County departments, and community wide to include sectors of the community;
  • Researches emerging technologies for integration into emergency plans and operations;
  • Manages meetings, outreach, and education programs specific to Program Areas or general emergency management as needed, ensures documentation of efforts and follow up;
  • Supports coordination and conduct of training and exercises for the countywide training and exercise plan for Program Area including development, implementation and documentation;
  • Develops and initiates specific emergency messaging for the department for review and approval by the Director, or designee, and serves as department liaison to County departments and community partners for critical information during emergency operations;
  • Provides technical expertise and assistance to co-workers, other internal departments, and the general public related to their Program, software and other applications utilized by EM;
  • Ensures public records request information is compiled and prepared for review by the Director or designee;
  • Coordinates and assists with preparation, updating and analyzing plans and programs for all possible hazards in the areas of preparedness, response, recovery, and mitigation;
  • Coordinates and assures communication of plans and procedures with the state, other counties, municipalities, County departments, and other disaster response agencies;
  • Fulfills a highly responsible supervisory role during Emergency Operations Center activations as a Section Chief,  Branch Director or Unit Lead;
  • Assists and supports the Director and Operations Manager(s) with hiring process, including the interviews;
  • Analyzes and responds to requests for information and assistance and prepares reports or correspondence to the state, Federal Emergency Management Agency (FEMA), elected officials, municipalities, County departments, and other disaster related agencies;
  • Demonstrates an understanding of Federal guidance for planning, training and regular readiness exercises;
  • Demonstrates and understanding of disaster declaration process including documentation, project worksheets, public and individual assistance and available programs;
  • Ensures compliance with Federal, state and local regulations and guidance;
  • Performs, directs and assists in coordinating multiple phases of the Pinellas County Emergency Management program, such as preparedness, response, recovery, mitigation, and continuity of governmental services.
  • Serves as a County representative/liaison to a variety of Federal, state, regional and local agencies associated with emergency management efforts;
  • Interacts with the public by answering phone calls and emails to assist with general disaster preparedness, response, recovery and mitigation information and also acting as a subject matter expert for their program area and subordinate workers ensuring timely and accurate follow-up with inquiries or requests including public record requests per County procedure;
  • Supervises staff and writes performance evaluations, issues counseling forms/disciplinary actions; handles employee complaints and grievances; and participates in the hiring, staff development and staff related corrective actions.
  • Acts as the Department’s Duty Officer on a rotational basis, serves as duty officer for a seven-day period.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Eight (8) years of directly related experience in Federal, state, county or municipal areas within emergency management, public safety operations, emergency preparedness and response that includes specialized experience directly related to the position that includes at least one (1) year of demonstrated leadership or supervision experience (Note: no more than one (1) year as an intern or volunteer can be counted towards meeting the minimum experience); or an Associate’s degree plus six (6) years of experience as described; or a Bachelor’s degree and four (4) years of experience as described; or a Master’s degree plus three (3) years of experience as described; or an equivalent combination of education, training and experience. 

Special Qualifications (May be required depending on area of assignment):

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Candidate to demonstrate highly advanced proficiency, competency, and satisfactory completion of management of regularly assigned work and oversight of subordinates, in an independent manner.
  • Candidate to have or be eligible to apply for and maintain an International Association of Emergency Managers or Florida Emergency Preparedness Association certification.
  • Employee’s name must not appear on the Health & Human Services exclusion list.
  • Other knowledge, skills, abilities, and credentials required for a specific position.

Knowledge, Skills and Abilities:

  • Skill in public speaking and ability to tactfully deliver accurate and understandable counsel, in response to inquiries or complaints;

  • Skill with emergency management related software and systems;
  • Skill in verbal and written communication, and interpretation of unclear instructions or information;
  • Ability to establish and maintain effective working relationships with municipal, County, civic, state, Federal, and other interested organizations;
  • Ability to plan, organize, direct, coordinate, and manage the work of professional employees;
  • Ability to communicate clearly and concisely, both orally and in writing;

PHYSICAL/MENTAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  Additionally, the following physical abilities are required:
