JOB SUMMARY

This position is responsible for repair and maintenance of the diverse range of Pinellas County’s rolling stock assets in both shop and field environments. Incumbents perform highly skilled mechanical, hydraulic, pneumatic, and electrical work in the maintenance and repair of gasoline, electric, and diesel fueled vehicles (Federal Highway Administration (FHWA) classes 1 through 8) but primarily service heavy-duty off-road construction equipment such as end loaders, slope mowers, and excavators. This responsibility encompasses multi-axle diesel trucks such as dump trucks, sewer trucks, bucket trucks and grapple trucks and the specialty equipment on them. Incumbents operate with a high level of autonomy and independence in decision making and collaborate across County functions and management levels. They may act as a lead worker and/or trainer for other Fleet Management staff members and inspect completed work.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Read and comprehend written and electronic repair manuals including wiring schematics, hydraulic schematics, and diagnostic diagrams;
  • Diagnose vehicles with electronic test equipment such as scanners, volt/ohm meters and laptop applications competently and within industry time standards;
  • Diagnose and repair pneumatic and hydraulic faults on heavy equipment including: zero-turn, wide area, and slope mowers, tractors, mini-excavators, large excavators, front end loaders, aerial platforms, and bucket lifts;
  • Maintain and service hydraulic cylinders, pumps, motors, valves, valve bodies, fittings, lines, and hoses;
  • Perform complex diagnosis and repair to heavy-duty fluid and air brake systems including assessment, removal and replacement of slack adjusters, brake cans, governors and pneumatic components;
  • Perform complex external and internal engine or electronic drive system diagnosis and repair, including component evaluation, overhaul, removal, and/or replacement competently and within industry time standards;
  • Perform complex heavy equipment suspension diagnosis and repair, including component removal and replacement competently and within industry time standards;
  • Perform complex regenerative exhaust system diagnosis and repair (DEF, DPF, etc.), including component removal and replacement competently and within industry time standards;
  • Perform preventative maintenance and safety inspections;
  • Perform basic fabrication skills, including MIG, stick & gas welding;
  • Participate in on-call standby rotation as necessary;
  • Update knowledge by reading and participating in industry related educational opportunities;
  • Respond to road calls and work in the field as required;
  • Prepare all work order documentation including detailed notes, and parts and labor entries as well as short technical reports;
  • Maintain a clean and safe working environment;
  • Perform other related work as required or as assigned.

QUALIFICATIONS

Education and Experience:

Eight (8) years of journeyman level in a traditional shop environment and road mechanic experience in the maintenance and repair of, heavy equipment, truck, or off-road equipment; or an equivalent combination of education, training, and/or experience.

Special Qualifications (May be required depending on area of assignment):

  • Florida Class A Commercial Driver’s License within twelve (12) months following date of appointment.
  • Possession and maintenance of Automotive Service Excellence (ASE) T4 Heavy Truck and T5 Suspension and Steering within one (1) year following date of appointment.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Mobile Air Conditioning Society certification and/or ASE air condition certification.

Knowledge, Skills and Abilities:

  • Knowledge of the operating principles of the electrical and mechanical systems and components found on engine or electric powered vehicles and equipment;
  • Knowledge of the operating principles of air brakes, air brake systems and associated components;
  • Knowledge of the operating principles of exhaust system regeneration, DEF, DPF and associated components;
  • Knowledge of the occupational hazards and safety precautions of the automotive, heavy truck and off-road equipment repair trade;
  • Skill in the use of tools, machines, and testing instruments used in the repair and overhaul of vehicles and equipment;
  • Skill in the use of a modern fleet management work order system;
  • Ability to make determinations on drivability and safety of Fleet equipment;
  • Ability to independently make sound business decisions concerning repairs for both customer and asset;
  • Ability to safely and effectively utilize forklifts, gantry cranes and vehicle / equipment lifts;
  • Ability to perform administrative tasks, recordkeeping, and automated computer related functions integral to completion of job assignments;
  • Ability to apply knowledge of equipment operating principles to diagnose and correct malfunctions in vehicles and equipment consistent with manufacturers’ labor time standards;
  • Ability to use knowledge, creativity, and initiative in recommending or implementing improvements in servicing methods, tools, and materials;
  • Ability to use web-based media, manuals and schematics in servicing vehicles and equipment;
  • Ability to endure long periods of standing, walking, or working in inclement weather and possession of sufficient physical strength and agility to lift and move heavy objects;
  • Ability to use small office equipment and computers;
  • Ability to oversee employees using or repairing machinery;
  • Ability to train and direct others and to assess work quality and sufficiency;
  • Ability to communicate and collaborate with personnel at all organizational levels.

PHYSICAL/MENTAL DEMANDS

This work is physical in nature and performed in workshop, field, or roadside environments.  The work requires exerting force between 20 and 50 pounds often and sometimes over 100 pounds to move objects Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crawling: Moving about on hands and knees or hands and feet.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Visual acuity: Sufficient to effectively operate office equipment including copier, computer, etc., and to read and write reports, correspondence, instructions, etc., and to perceive color to identify objects or substances.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
