Express Permits
Express permits are for simple projects that meet certain criteria and can be reviewed and issued quicker than standard permits. Online express permit applications are only available to Licensed Contractors, but homeowners can apply in-person.
When to use an Express Permit
- Like-for-like replacement of certain building systems or components.
- Minor repair work that does not change the structure of the building.
- Projects that meet the current Express permit list and submittal checklist.
Before You Apply
Review the current Express permit list and make sure your project qualifies. Have your license information, contact details and any required documents ready to upload.
- Confirm that your work is allowed as an Express permit.
- Gather any supporting documents such as photos, manufacturer specs, or simple sketches, if required.
- Verify that your contractor’s license is active and in good standing.
- Confirm the project address and property owner information.
Construction in a Floodplain
If your property is located in a flood zone, special building regulations and Substantial Improvement rules will apply to your project. Review the County’s floodplain construction guidelines to ensure your permit application meets all elevation and safety requirements before you build.

How to Apply Online
All Express permits are submitted through the Pinellas County Access Portal.
- Sign in to the Access Portal (Accela) or create an account.
- Select the appropriate Express permit record type.
- Complete all required fields and upload documents in digital format.
- Pay any required fees online.
- Monitor your record for review comments, requests for additional information, and the issued permit
Owner-builders can apply for express permits in person at 440 Court Street, Clearwater.
