Lealman Community Redevelopment Area
The Lealman Community Redevelopment Area (CRA), established in 2015, is the first CRA in unincorporated Pinellas County. With established neighborhood patterns, access to major roadways, varying land options for housing and retail redevelopment, and proximity to the Pinellas Trail, Downtown St. Pete and the beaches, Lealman offers significant opportunity for reinvestment.

Lealman CRA Redevelopment Plan
In a collaborative effort, the County adopted the Lealman CRA Redevelopment Plan in 2016. The plan serves as a comprehensive framework for long-term development, economic development and redevelopment revitalization strategies to address blighted conditions and improve the overall quality of life in the Lealman CRA over 30 years. Guided by the community and supported by data and analysis, the plan lays a foundation for the County, property owners and developers by setting forth specific expectations, roles, relationships and participation by the public and private sector to ensure the successful redevelopment of the Lealman CRA.
Following the adoption of the CRA Plan, the Lealman Redevelopment Trust Fund and Tax Increment Financing (TIF) District was established by ordinance in 2016, freezing the tax base and establishing the base valuation of property located within the CRA boundaries. Going forward, all taxes assessed on future increases in the value of properties within the CRA are appropriated to the Redevelopment Trust Fund and are to be used for implementing the plan.
As part of this process, the Board of County Commissioners, acting in their capacity as the Pinellas County Community Redevelopment Agency (PCCRA) will administer all redevelopment activities. In addition, the appointed Lealman Community Redevelopment Area Advisory Committee (LCRAAC) is charged with the task of advising the PCCRA on issues related to the CRA Plan, including its original adoption and amendments.
Pinellas County Community Redevelopment Agency
The Pinellas County Community Redevelopment Agency is a special district board tasked with carrying out redevelopment activities within designated CRAs, specifically the Pinellas County Community Redevelopment Area. Lealman Exchange Community Center
The Lealman Exchange is a hub for programs and services that meet the needs of the Lealman Community. The 77,000 square-foot community center offers classrooms, offices and a multi-use gymnasium.
