North County Service Center

Pinellas County is building a new North County Service Center at 29582 U.S. 19 North, Clearwater. The project includes a three-story, 79,492 sq ft office building and a three-level, free-standing parking garage. It will consolidate offices of the Tax Collector, Property Appraiser, and Clerk of Court, along with other County services, into a “one-stop-shop” for residents.

Benefits

The project will:

• Improve the quality and convenience of Pinellas County services for North County residents,
• Cost-effectively replace aging infrastructure in need of repair and renovation,
• Eliminate recurring costs for leased office space,
• Create a pedestrian bridge for safe crossing of U.S. 19 for residents accessing to the Center from the east.

Construction began in August 2026 and is projected to be completed in 2028.

The new service center is a replacement for the previous center that was built in 1978. That building no longer met the operational needs, leading the County to lease additional space while also maintaining the aging structure.

The new center will provide administrative offices for the Tax Collector, Property Appraiser and Clerk of the Court, as well as a public lobby and building support spaces, eliminating leased space just to the southeast. It will save taxpayers $800,000 annually in leasing and related expenses for space currently occupied by the Tax Collector and Property Appraiser. The new facility will operate more efficiently by bringing multiple County functions together into one shared building.

The facility will include a 2,000 square foot central energy plant, with a new chiller plant and emergency backup generator. The new 138,662 square foot parking garage will include 384 spaces (this includes surface parking at the building entrance).

The project is planned to cost just over $50 million and is funded through several sources including the Penny for Pinellas.
