Project Overview

The Pinellas County Commission, on June 17, 2025, authorized funding for a one-time emergency beach nourishment project to include placing sand on the islands of Sand Key (Clearwater Beach to Belleair Beach and Indian Rocks Beach to North Redington Beach), Treasure Island and Upham Beach.

The project is estimated to place more than 2.5 million cubic yards of sand on these beaches. The same amount of sand could fill up The Dali Museum more than 40 times.

Project Background

As a result of a lack of signed construction easements from beachfront property owners, sand will not be placed or will be placed only seaward of the Erosion Control Line (ECL) in some areas. Property owners may see low spots on the beach behind their homes, particularly on Indian Rocks Beach, Indian Shores and Redington Shores, where property owners could not be located or chose not to sign construction easements.

The image consists of two side-by-side elevation diagrams, one above the other, illustrating beach profiles in two scenarios: “No Easement” (top) and “Easement” (bottom). These diagrams show how sand dunes and the beach shape vary based on whether easements are in place for the beach nourishment project.
With an easement, the County can extend the dune further inland and create a more stable and erosion-resistant beach profile. Without an easement, sand cannot be placed in the easement area, which could result in a low area.

Project Funding

After years of unsuccessful attempts to resolve policy disagreements with the US Army Corps of Engineers, the Board of County Commissioners approved Pinellas County Public Works effort to design, permit and complete this project using County funds. The $125.7 million project is supported by the Tourism Development Tax and state grants. The State of Florida is supporting the project with $14.2 million in grant reimbursement. Previous projects benefitted from a 65 percent federal cost-share through the U.S. Army Corps of Engineers, but without easements from all property owners, the County is no longer eligible for federal funding.
