JOB SUMMARY

Performs responsible administrative, technical, and supervisory work in the airsides operations of the St. Petersburg-Clearwater International Airport; performs a variety of important duties in developing and carrying out departmental programs, including the exercise of independent judgment when necessary in the establishment, interpretation, application, and enforcement of airport regulations, policies, and procedures.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Writes performance evaluations, issues counseling forms/disciplinary actions, handles employee complaints and grievances, and recommends the hiring, termination, and promotion of staff;
  • Supervises Operations Specialists assigned to compile and monitor flight schedules, responds to all airport emergencies, and plans and coordinates airport safety and security programs;
  • Remains current with Federal Aviation Administration (FAA) regulations, ensures that the airport complies with regulations, and assists in the coordination of amendments as necessary;
  • Maintains airport compliance with all Transportation Security Administration requirements;
  • Maintains and updates airport security and operations manuals as required and updates and maintains Airport Certification Manual;
  • Assists management in planning and programming and issues notams (notices to airmen) and pilot advisories as necessary;
  • Performs periodic airfield inspections as required by FAA certification;
  • May perform data processing related duties including using statistical packages or programs, encoding data, data entry and retrieval, and routine computer terminal operations and programming/reprogramming;
  • Coordinates the activities of volunteer personnel as needed within the section or department;
  • Provides construction project management;
  • Develops division budget;
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Bachelor’s degree in airport management, business administration, management, public administration, aviation or airport management, or a related field and two (2) years of operations management experience that includes supervisory responsibility for operations at a small hub airport; or an Associate’s degree and four (4) years of experience as described above; or an equivalent combination of education, training, and/or experience.  

Special Qualifications (May be required depending on area of assignment):

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Other knowledge, skills, abilities, and credentials required for a specific position.

Knowledge, Skills and Abilities:

  • Knowledge of the principles of airport management and FAA rules and regulations;
  • Knowledge of the principles and practices of public and business administration;
  • Ability to use independent judgment and to act decisively in emergencies;
  • Ability to apply computer applications and software;
  • Ability to effectively supervise and train subordinate employees;
  • Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures;
  • Ability to communicate effectively, orally and in writing;
  • Ability to use small and medium equipment and machinery;
  • Ability to oversee the implementation of capital improvement plans, major construction projects, and new technology systems.

PHYSICAL/MENTAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  Additionally, the following physical abilities are required:

  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Talking:  Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Standing: Particularly for sustained periods of time.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

Work is performed in an environment with crisis situations that require major decisions involving people, resources, and property.
