JOB SUMMARY
Performs professional, highly technical, and supervisory work managing a major functional area for the Clerk of the Circuit Court and Comptroller (CCC). Work involves operational planning, creation and implementation of procedures and providing directions to technical teams engaged in the performance of a broad range of CCC services, functions, and tasks. The incumbent oversees task assignments, provides tactical oversight, project management, facilitation and collaboration with other functional areas, business units and stakeholders. Work requires exercising independent judgment and the ability to deliver solutions to a wide range of administrative, technical, business, and organizational issues and problems. Work is performed under the general supervision of the Director, Manager, or designee.
ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)
- Plans, organizes, and directs work of highly skilled business systems and technical staff providing technology services and operational support, including tactical business systems planning and project management;
- Collaborates with Managers, technical teams, subject matter experts and business partners to define and develop new methods for improving operational efficiencies;
- Mentors and coaches team members in creating requirement documents and other such materials related to new systems or re-engineering of existing systems;
- Manages multiple projects and work with business partners to develop plans for new system installations, systems upgrades and migration efforts;
- Reviews business requirements and contributes to project plans to ensure delivery of quality solutions that adhere to Solution Delivery Life Cycle (SDLC) and Project Management Life Cycle (PMLC) methodologies;
- Performs new systems evaluation, planning, deployment, and support;
- Plans and assists in the implementation and enforcement of applicable technical and security standards;
- Prepares department reports, presentations including providing input for annual budget preparation;
- Facilitates meetings with management, vendors, staff, and business partners;
- Serves as liaison with county and statewide agencies, business partners, stakeholders, and others in expediting the requirements of the organization;
- Communicates effectively, both verbally and in writing, to peers, team members, senior leadership and management team, vendors, and stakeholders;
- Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
Bachelor’s degree in Computer Science, Business Administration, or a related technical field and two (2) years’ experience managing technology projects or programs; experience must include one or more of the following, Application Development, Data Base Administration, Infrastructure Support, Production Support, Quality Assurance, Project Management, Security Management, including (1) year of supervisory experience over technical staff; or Associates degree in computer science, business administration or related technical field four (4) years of professional experience as described above; or an equivalent combination of education, training, and experience.
Special Qualifications (May be required depending on area of assignment):
- Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
- Candidate to demonstrate competence and/or possess certifications in one or more specific IT functions.
- Other knowledge, skills, abilities, and credentials required for a specific position.
Knowledge, Skills and Abilities:
- Knowledge of standard office practices, procedures, policies, personal computers, operating systems, and related software applications; and efficient applications;
- Knowledge of information technology, analysis, and design procedures to correctly develop effective and efficient applications;
- Knowledge of application development, data administration, system architecture, data architecture, and data modeling;
- Knowledge of business requirements and workflows to tailor applications to business partners specific needs and satisfaction;
- Knowledge of research techniques, methods, and procedures to develop best practices and resolve technical issues;
- Knowledge of Solution Delivery Life Cycle (SDLC) and Project Management Life Cycle (PMLC) methodologies;
- Knowledge of the methods used in conducting statistical surveys and the preparation of reports;
- Skill in strong communication, analytics, facilitation, and leadership;
- Ability to lead and motivate a highly skilled technical staff;
- Ability to communicate with tact, patience, and courtesy at all levels of the organization;
- Ability to establish and maintain effective working relationships inside and outside of the organization;
- Ability to present oral and written communications clearly and concisely;
- Ability to operate a personal computer and other automated systems to enter and retrieve information, monitor work performed, and to communicate information in reports.
PHYSICAL/MENTAL DEMANDS
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:
- Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
