JOB SUMMARY
Performs professional, technical, and administrative work in the development, delivery, and coordination of training programs for the Pinellas County Clerk of the Court and Comptroller. The incumbent supervises a staff of Clerk Training Specialists, assesses training needs, and develops and maintains the training curriculum by planning, organizing, and developing training objectives, courses, materials, and metrics and reports. Work includes responsibility for materials, oversight, and implementation of training programs and their outcomes. Individuals in this class are also responsible for administrative duties such as a variety of reports, timesheets, performance reviews, employee coaching, and concern for the advancement of subordinates. Work is performed with considerable independent judgment and initiative. The position reports to the Training Administrator.
ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)
- Directly supervises Clerk Training Specialists;
- Supervises the development and maintenance of training curriculum and associated materials, training plans, objectives, goals, metrics, and reports;
- Applies various facilitation techniques and adult learning methodologies while continuously assessing the effectiveness of training;
- Delivers training and orients employees on software applications and clerk policies;
- Guides team members to align and incorporate program updates with training plans;
- Advises and assists clerk department management with the implementation of department-level training plans;
- Coordinates and maintains training schedules;
- Conducts skills gap assessments in order to identify training needs;
- Creates and manages measurement systems to track adoption, utilization, and proficiency of training;
- Interacts with stakeholders at various organizational levels;
- Delivers performance coaching, consulting, analysis, assessment, and measurement services to promote continual individual and organizational performance improvement;
- Coordinates with departments to facilitate the creation and maintenance of business procedures;
- May assist with testing of updates to software or programs;
- Completes various reports and documentation as needed;
- Participates on various committees as needed;
- Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
Bachelor’s degree in Public Administration, Human Resources, Business Administration, Education, or a related field and two (2) years of office administrative experience which includes at least one (1) year of supervisory experience that involves staff development or; an equivalent combination of education, training, and/or experience.
Special Qualifications (May be required depending on area of assignment):
- Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
- Other knowledge, skills, abilities, and credentials required for a specific position.
Knowledge, Skills and Abilities:
- Knowledge of public administration practices and procedures;
- Knowledge of methods and techniques of employee training and principles;
- Knowledge of course development and skill in designing training programs to meet the needs of Clerk team members or other target audiences;
- Knowledge of Clerk office operations, equipment, materials, and process;
- Ability to plan, organize and supervise the work of subordinate staff;
- Ability to develop effective office procedures and training programs;
- Ability to present oral and written comments and recommendations clearly and concisely;
- Ability to analyze and solve administrative problems and to render advice and assistance;

- Ability to organize and conduct training programs and evaluate program results;
- Ability to develop visual aids and other instructional materials to meet specific training needs;
- Ability to implement, revise, and maintain a training record system.
PHYSICAL/MENTAL DEMANDS
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:
- Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
