JOB SUMMARY

This is a professional position which requires expert level proficiency in leading, managing and supporting in-depth analysis, dashboard development, and business intelligence initiatives encompassing large information data sets from several key systems to provide management information to county affiliates, departments, and organizations. Work requires advanced knowledge of and experience with advanced analytics and statistical models to identify trends, patterns and relationships in the disciplines of behavioral health, public health and population health. The incumbent will serve as a subject matter expert in the technical specifications for key performance metrics, as well as understanding the complexities of various clinical operations within the behavioral health industry. Work requires managing multiple complex data sets, as well as conducting systems-level analyses and communicating results in a way that is actionable for various audiences. 

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Develops performance measures and conducts sophisticated data analyses; 
  • Performs complex data analyses, analyzes trends, program forecasting and constructs key performance measures to improve Pinellas County’s behavioral health system for the benefit of its clients; 
  • Demonstrates expert-level discipline-based knowledge, quality, dependability, judgment, communications and initiative, with demonstrated expert-level proficiency in the collection and integration of data from multiple sources with use of  computer systems, programs and operating systems, with the following core competencies: Analysis, Design, Business Process Improvement,  Forecasting, Predictive and Prescriptive Modeling, Development, Planning, Implementation, Monitoring/Controls, Troubleshooting/Problem Solving, Documentation, and Service Motivation; 
  • Provides critical data support to monitor trends and performance of service providers by preparing public-facing reports and visualizations that communicate complex data in an accessible and responsible manner; 
  • Serves as the Behavioral Health subject matter expert to the Department, serves as the program manager for all behavioral health initiatives for the county;
  • Provides technical expertise in the development of meaningful performance measures for behavioral health programming including supporting the Pinellas County health programs and opioid settlement funded programming as examples; 
  • Works with community stakeholders to identify data needs to support initiatives, improve quality, monitor performance and assess impact; 
  • Works with internal and external multi-disciplinary teams to develop high quality and meaningful analyses that inform business operations, including care coordination, utilization management, and service design;

  • Communicates effectively, both verbally and in writing, to peers, management and customers at various levels of the organization; 
  • Prepares and delivers presentations regularly to various audiences using clear, concise and effective communication; 
  • Participates in policy and procedural development including the conduct of research of the human services industry;
  • Performs other related job duties as assigned. 

QUALIFICATIONS

Education and Experience:

Advanced degree in Epidemiology, Public Health, Behavioral Health, or related field and five (5) years of post-graduate experience developing behavioral health systems and performance measures; or a Bachelor’s degree in Epidemiology, Public Health, Behavioral Health, or related field with (7) years of experience as described above; or an equivalent combination of education, training, and/or experience. 

Special Qualifications (May be required depending on area of assignment):

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any. 
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. 
  • Other highly desirable knowledge, skills, abilities, and credentials relevant to a position. 

Knowledge, Skills and Abilities:

  • Knowledge in standard office practices, procedures, policies, personal computers, operating systems and related software applications. Recommends changes to improve operational efficiencies;
  • Knowledge of visualization and analytical systems such as SQL, Power BI or equivalent analytic systems and proficiency in statistical software tools at an expert level;
  • Knowledge of HIPAA, 42 CFR Part 2, and public records laws regarding protected health information;
  • Knowledge of behavioral health systems, level of care, standardized clinical instruments for mental health, substance use, and social determinants of health at an expert level;
  • Knowledge of data analysis and decision science, forecasting and predictive prescriptive modeling at an expert level;
  • Knowledge in managing personal daily activities and complex projects for self and others that may cross organizational boundaries; 
  • Knowledge in the use and application of reference materials to research and solve complex problems; 
  • Knowledge in the application of theory in resolving complex problems; 
  • Knowledge in applying new technologies, soft skills and procedures; 
  • Ability to manipulate large, complex, and sensitive datasets in government, healthcare, or nonprofit contexts;
  • Ability to mentor teammates, lead teams, and facilitate groups to achieve success through others;

PHYSICAL/MENTAL DEMANDS

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:  

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling. 
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc. 
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device. 
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone. 
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes. 
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. 
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
