JOB SUMMARY

Performs technical supervisory work in public works construction, stormwater maintenance, and skilled labor tasks. Oversees and operates major items of construction equipment (e.g., Gradall, spider/walking excavator, long-arm excavator) in stormwater infrastructure activities, and supervises personnel in the field. Prioritizes and schedules maintenance, repairs, construction, and related services; coordinates and supervises multiple crews and equipment for construction, reconstruction, resurfacing, striping, signing, and maintenance work on streets, highways, stormwater systems, permitted facilities, and related infrastructure. Ensures proper TTC/MOT (Temporary Traffic Control/Maintenance of Traffic) and compliance with NPDES requirements.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Supervises crews and equipment engaged in construction, maintenance, traffic safety, and repair work involving drainage;
  • Oversees a small team in stormwater infrastructure maintenance and construction activities;
  • Ensures TTC/MOT is properly set up and maintained in accordance with FDOT standards, modifies plans to fit specific job site conditions to ensure public and worker safety;
  • Directs onsite work, assigns tasks, and ensures proper safety practices (including TTC/MOT) are followed;
  • Completes assigned work and updating labor hours, equipment usage, materials, and other resources in the work management system;
  • Provides on‑the‑job training across assigned equipment and tools, including dump truck operation, front‑end loader operation, proper hand and power tool operation (pole saw/power pruner, chainsaw, weed eater, blower, saws‑all, grease gun, etc.), and BMPs;
  • Determines required equipment, materials, personnel, and ditch/swale shape based on right‑of‑way conditions;
  • Ensures 811 utility locates are completed and coordinates with utility companies and Pinellas County Utilities when conflicts or unmarked utilities occur;
  • Determines when tree trimming or removal is needed to maintain stormwater flow;
  • Arranges for vacation/sick relief; reviews and approves timecards, provides instructions and advice on complex problems, occasionally operates equipment;
  • Requests and assists in coordinating use of specialized equipment in assigned areas such as a heavy equipment operation;
  • Prioritizes, assigns, and schedules work projects for stormwater services; receives work orders, determines resources and crew size, and assigns work to appropriate specialty units;
  • Receives work orders and makes preliminary determination of the nature and extent of resources, size of crews, maintenance services required, assigns work to appropriate specialty unit for completion, and coordinates all job assignments with maintenance supervisors;
  • Maintains and monitors comprehensive records of work orders, scheduled completion dates, work progress, and delays and adjusts dates to reflect current status;
  • Trains staff in safety methods; ensures proper calibration, operation, and maintenance of assigned equipment; requests and coordinates use of specialized equipment as needed;
  • Contacts the public in areas where crews are working, coordinates work on private property when necessary, explains work being performed and responds to complaints;
  • Communicates and coordinates work with other departments;
  • Assists other departments when necessary;
  • Sets up, maintains, and distributes sandbags at designated sites;
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Three (3) years of public works, utilities, general construction, maintenance, or repair work that includes lead worker/supervision or supervisory training, including at least one (1) year of drainage maintenance experience; or an equivalent combination of education, training, and/or experience.

Special Qualifications (May be required depending on area of assignment):

  • Florida Commercial Driver’s License A
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Florida Stormwater Association Certified Stormwater Operator Level 1 or higher.
  • OSHA 30 Hour General Construction Card.
  • FDOT Intermediate temporary traffic control certification.
  • Certified to operate assigned equipment: Gradall, Spider (walking excavator), or Longarm Excavator.
  • Ability to work in difficult environments such as extreme heat, rain, wind, and wet conditions, in and around water bodies where you may be exposed to poisonous plants and animals.
  • Other knowledge, skills, abilities, and credentials required for a specific position.

Knowledge, Skills and Abilities:

  • Knowledge of the largest and most complex excavation equipment used in Public Works Drainage, Permitted Facilities, and Construction projects;
  • Knowledge of the various types of equipment and materials used in Public Works Drainage, Permitted Facilities, and Construction projects;
  • Knowledge of service scheduling and the time, materials, and personnel required to complete drainage, permitted facilities, and construction projects;
  • Knowledge of general Pinellas County layout and geography;
  • Knowledge of traffic laws and regulations related to transporting and operating equipment on public streets or highways;
  • Knowledge of safety practices and health policies/procedures, and the ability to identify potential hazards to personnel health and well-being;
  • Knowledge of parts and equipment used in heavy equipment operations;
  • Ability to meet and communicate with the public in a courteous, confident, and tactful manner when coordinating work and responding to inquiries;
  • Ability to maintain accurate records of work completed, materials used, equipment, and personnel for drainage maintenance, permitted facilities, and construction projects, and enter data into the assigned software system;
  • Ability to plan, schedule, and supervise personnel and ensure that equipment is properly maintained;
  • Ability to read working diagrams, sketches, and blueprints, keep records, and prepare reports;
  • Ability to set up and use a level and transit or laser level to ensure proper grade and elevation for drainage, permitted facilities, and construction projects;
  • Ability to determine proper sediment and erosion control placement, devices, and maintenance to ensure compliance with NPDES requirements;
  • Ability to set up and maintain proper TTC/MOT in accordance with FDOT standards.

PHYSICAL/MENTAL DEMANDS

The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.  Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Standing: Particularly for sustained periods of time.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
