JOB SUMMARY

Performs moderate to highly specialized, technical and professional management work with responsibility for multiple specialty areas for designated Emergency Management Programs.  Plans, develops, manages, administers and maintains critical program initiatives for assigned areas for hazards ensuring alignment of activities with the Pinellas County Comprehensive Emergency Management Plan and other plans, policies, guidance and regulations.  The position exercises and applies independent judgment, initiative, and discretion in carrying out assignments and programs to achieve a high degree of efficiency and effectiveness in assigned area of responsibility.  The position carries out assignments independently but may seek guidance or advice from higher level and expert subject matter professionals on the unprecedented, complex, and sensitive issues or activities.  The position reports to a supervisor, program lead, operations manager, or the director.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Plans and implements programmatic projects, estimates project costs, resources, integrates operations/systems, and related activities or processes to accomplish assigned missions that may also involve responsibility for highly technical matters;
  • Contributes to the departmental strategic planning process and responsible for the development, implementation and maintenance of operational and tactical plans, policies, and processes for their programmatic areas;
  • Prepares, updates, edits, and analyzes plans and standard operating procedures and checklists for all hazards in the areas of preparedness, response, recovery, and mitigation;
  • Plans and assesses operational needs including related costs, procurement requirements, maintenance, administrative systems, necessary to achieve goals of projects and assignments;
  • Researches and gathers required data to evaluate objectives, goals, and scope of projects and specifications;
  • Performs difficult and advanced duties in disaster preparedness planning and assists managers in coordinating multiple phases of the Pinellas County Emergency Management program, such as preparedness, response, recovery, mitigation, and continuity of governmental services;
  • Coordinates and communicates plans and procedures with the state, other counties, municipalities, County departments, and other disaster response agencies;
  • Takes individual responsibility for strategic planning and implementation of innovative and efficient maintenance of position assignments, plans, databases, and coordinates with internal and external partners to ensure operational status;
  • Takes responsibility to ensure compliance with Federal, state, and local regulations and guidance;
  • Performs and assists more senior staff in developing and coordinating emergency plans and procedure for disaster situations, training individuals, evaluating exercises and groups, as well as serving as a county representative/liaison to a variety of Federal, state, regional, and local agencies associated with emergency management efforts;
  • Interacts with the public by answering phone calls and emails to assist with general disaster preparedness, response, and recovery information;
  • Acts as a subject matter resource on subject and areas of assignment ensuring timely and accurate follow up with inquiries or requests;
  • Assists municipalities, County departments and other community partners in preparing disaster plans;
  • Represents the county on a variety of Federal, state, regional, and local working groups;
  • Fulfills a supervisory role during Emergency Operations Center activations as a Section Unit Lead or higher;
  • May develop and initiate specific emergency messaging for the department for review and approval by the director, or designee, and serves as department liaison to County departments and community partners for critical information during emergency operations;
  • May provide technical expertise and assistance to co-workers, other internal departments, and the general public;
  • Fulfills a supervisory role during Emergency Operations Center activations as a Unit Lead;
  • Liaisons and coordinates with local, state and Federal partners in assigned programmatic areas;
  • Coordinates and manages volunteers and interns both during normal operations and activations;
  • Acts as the Department’s Duty Officer on a rotational basis, serves as duty officer for a seven-day period;
  • May be put on standby overnight and during the weekend pending weather forecast or incident;
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Six (6) years of directly related experience in Federal, state or municipal areas within emergency management, public safety operations, emergency preparedness and response that includes specialized experience directly related to the position (Note: no more than one (1) year as an intern or volunteer can be counted towards meeting the minimum experience); or an Associate’s degree plus four (4) years of experience as described; or a Bachelor’s degree and two (2) years of experience as described; or a Master’s degree plus 1 (one) year of experience as described; or an equivalent combination of education, training and experience.

Special Qualifications (May be required depending on area of assignment):

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Candidate to demonstrate advanced proficiency, competency, and satisfactory completion of regularly assigned work in an independent manner. Appointing Authority retains discretion to employ an incumbent at this level or advance the incumbent non-competitively or competitively after a candidate meets the minimum qualifications to an in-line career ladder position within the same organization or department.
  • Candidate to have or be eligible to apply for and maintain an International Association of Emergency Managers or Florida Emergency Preparedness Association certification.
  • Depending on area of assignment, employee’s name must not appear on the Health & Human Services exclusion list.
  • Other knowledge, skills, abilities, and credentials required for a specific position.

Knowledge, Skills and Abilities:

  • Knowledge of project management, timelines, and plan development;
  • Knowledge of emergency management related communications systems, computer applications, and software utilization;
  • Knowledge of Federal, state, and County regulations as they apply to the Emergency Management Program and emergency planning;
  • Knowledge of standard office procedures and practices.
  • Ability to plan and complete projects within deadlines;
  • Ability to establish and maintain effective working relationships with County agencies, civic groups, and other interested organizations;
  • Ability to apply computer applications and software;
  • Ability to keep records and to prepare and submit reports;
  • Ability to create and provide informative and effective presentations on Emergency Management and programmatic areas;
  • Ability to speak and write professionally and effectively;
  • Ability to work long shifts over extended periods of time during an emergency situation;
  • Ability to multi-task and stay organized in a rapid paced environment;
  • Ability to follow policies and procedures for the implementation and maintenance of equipment;
  • Ability to identify and report any concerns, problems or deficiencies in programmatic areas and operational implementation.

PHYSICAL/MENTAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Visual ability: sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability:  sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking:  Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive Motion:  Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

  • May be asked to work indoors or outdoors depending upon the needs of the office or activation.
