JOB SUMMARY

Performs specialized and operational work developing, coordinating, and implementing plans, programs, and systems for disaster preparedness and emergency management within one specialty area within a designated Emergency Management Program;  develops and maintains programmatic area for all hazards; ensures alignment with the Pinellas County Comprehensive Emergency Management Plan and other plans and policies, guiding the assigned programmatic area; ensures compliance with local, state and federal regulations; develops training and materials for stakeholders within their area; interacts with the public by answering phone calls and emails to assist with information not only for their project area but also for general disaster preparedness, response and recovery information; implements strategic work plan items, data collection, and maintenance of any database or other programs to track project status; Administratively under the direct supervision of a Program Lead, Operations Manager or the Director, employees will have progressive latitude for independent judgment as deemed appropriate by their supervisor. Exhibit initiative and discretion in carrying out assignments and programs to obtain the maximum degree of efficiency and effectiveness that will be assessed to adjust level of supervisory management.

ESSENTIAL JOB FUNCTIONS

  • Develops, maintains, and improves an assigned project area within Emergency Management.
  • Develops and maintains professional plans, correspondence and documents in relation to the project area;
  • Attends meetings, conferences, and workshops related to emergency management/disaster preparedness and produces appropriate status reports and implements follow up as needed;
  • Responds in a timely and professional manner to inquiries from the public and partner agencies;
  • Maintains liaison with municipalities, County departments, and other agencies as appropriate for their project area;
  • Develops projects, updates plans, and coordinates area plans in alignment with the Emergency Management Strategic Work plan;
  • Identifies efficiencies and improvements in project area;
  • Fulfills a supervisory role during Emergency Operations Center activations as an Operations Coordinator, Unit Lead or higher;
  • Able to multi-task and be able to shift from day-to-day operations to emergency operations with a clear understanding of their roles and the ability to execute them with limited supervision;
  • Researches and gathers required data to evaluate objectives and goals, and develops compliant policies, procedures and plans; 
  • Develops tactical level plans and contributes to operational level plans;
  • Participates in a countywide planning;
  • Provides mentorship to volunteers for their project area;
  • May be assigned as the Department’s Duty Officer on a rotational basis, serves as duty officer for a seven-day period;
  • Employee may be asked to work indoors or outdoors depending upon the needs of the office or activation;
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations;
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Three (3) years of directly related specialized experience (that can include formal experiences as a volunteer or intern) in emergency management, public safety operations, emergency preparedness, and response or related field; or an equivalent combination of education, training, and/or experience; or an Associate’s degree in emergency management or a directly related field with one (1) year of experience; or an equivalent combination of education, training and/or experience.

Special Qualifications (May be required depending on area of assignment):

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Candidate to demonstrate proficiency, competency, and satisfactory completion of regularly assigned work in an independent manner. Appointing Authority retains discretion to employ an incumbent at this level or advance the incumbent non-competitively or competitively after a candidate meets the minimum qualifications to an in-line career ladder position within the same organization or department.
  • Candidate to have or be able to obtain the Federal Emergency Management Agency Professional Development Series within the first year of employment. 
  • Depending on area of assignment, employee’s name must not appear on the Health & Human Services exclusion list.
  • Other knowledge, skills, abilities, and credentials required for a specific position.

  • Knowledge of public administration as applied to emergency management, public safety, medical, and social services;
  • Knowledge of project management, timelines and plan development;

  • Ability to be creative, solve problems, and make decisions;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to speak publicly or make presentations on a variety of general emergency management topics and to their specific project area;
  • Ability to present ideas clearly and concisely and plan, assign, and direct work of others;
  • Ability to work under stressful situations for extended periods;
  • Ability to multi-task and stay organized in a rapid paced environment;
  • Ability to identify and report any concerns, problems or deficiencies in programmatic areas and operational implementation;
  • Ability to follow policies and procedures for the implementation of equipment;
  • Ability to use small office equipment and computers;
  • Ability to work indoors or outdoors depending upon the needs of the office or activation.

PHYSICAL/MENTAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  Additionally, the following physical abilities are required:

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
