JOB SUMMARY

Performs professional work supporting management by coordinating technical training and testing of new paramedics and Emergency Medical Technicians (EMT) through the County’s EMS Academy program. Administers related online and classroom-based curriculum; develops and administering online and classroom training; oversees and conducts scenario-based training; performs skill evaluations and testing. Performs specialized technical work processing and maintaining the credentialing data of clinicians. Work requires exercising considerable independent judgment and initiative in developing training specifications, monitoring procedures, and ensuring the achievement of training objectives. Work is performed under the general supervision of departmental management.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Develops, evaluates, and administers training plans through the County’s EMS academy program;
  • Define and measure objectives, goals, metrics, and reports to ensure training program effectiveness;
  • Administers a variety of training curriculum both online and in the classroom;
  • Collaborates with contractors to align and incorporate program updates according to regulations and current requirements;
  • Identifies potential gaps through feasibility studies and site plan reviews and develops specific plans to mitigate them;
  • Develops and maintains training curriculum and associated materials; coordinates and maintains training schedules;
  • Process and maintain credentialing data of clinicians;
  • Delivers performance coaching, consulting, analysis, assessment, and measurement services to promote continual individual and organizational performance improvement;
  • Creates and maintains procedural manuals, observes current procedures, and updates manuals accordingly;
  • Manages and assists with testing of updates to software or programs and ensures any issues are reported;
  • Completes various reports and documents as needed;
  • May represent the department in matters related to training compliance and programs;
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Six (6) years of responsible experience in EMS as a Paramedic, EMS management and/or training; or a Bachelor’s degree in business, public administration, health care administration, or related field and 2 years’ experience in EMS as a Paramedic, EMS management and/or training.  

Special Qualifications (May be required depending on area of assignment):

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work various work schedules, including compulsory work periods in special, emergency, and/or disaster situations.
  • Paramedic certification and clinical experience.
  • Other knowledge, skills, abilities, and credentials required for a specific position.

Knowledge, Skills, and Abilities:

  • Knowledge of the principles and practices of automated information systems, office procedures, and data processing;
  • Knowledge of presentation programs (i.e., Articulate 360, Prezi, Powtoon, Captivate, or Canva)
  • Skill in interfacing effectively in a complex and dynamic work environment, verbally and in writing, with clinicians and stakeholders;
  • Skill in administering the EMS Training program, serving as an EMS training instructor, Paramedic preceptor or Field Training Officer;
  • Skill in good listening and communication;
  • Skilled in educational instruction or training coordination;
  • Skill to prepare clear and comprehensive technical reports, recommendations, and proposals, verbally and in writing;
  • Skill in preparing and monitoring complex, technical operational, training, and budgetary reports;
  • Skill in reading and comprehending clinical protocols, administrative laws, rules, and regulations as they relate to emergency medical services;
  • Ability to work under pressure in a highly collaborative and proactive manner with direct involvement with partners and collaborators;
  • Ability to work independently on complex tasks and non-routine matters.

PHYSICAL/MENTAL DEMANDS

The work is medium work, which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.  Additionally, the following physical abilities are required:

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. It occurs to a considerable degree and requires substantial use of the upper extremities and back muscles.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to have a conversation with other individuals both in person and over a telephone; and to hear recordings on a transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over the telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas utilizing the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Standing: Particularly for sustained periods of time.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
