JOB SUMMARY
Performs managerial level project management work for a wide variety of public works projects. An incumbent in this classification is team leader responsible for planning, coordinating, and reviewing the work of subordinate technical employees engaged in planning, design, construction, operations, maintenance, and management of public works projects and programs within a unit. Emphasis of the work is planning and coordinating a large number of projects and programs from inception to completion; contract administration; and extensive coordination with internal and external stakeholders including consultants, contractors and other governmental entities. Work is highly complex and involves a wide range of public contact in coordinating project delivery with both public and private organizations.
ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)
- Supervises, coordinates and provides technical guidance to a medium size project management function in public works;
- Oversees the construction and inspection of roadway, drainage or utilities projects, highway, bridge and marine structures, and traffic planning and operations;
- Supervises and directs the planning, coordination, review and updating and improving the SCADA and GIS computer systems;
- Supervises technical staff in the review of plans, cost estimates and specifications, traffic signal timing, sequences, geometric alignments and computations, and in the review various permits applications;
- Coordinates or supervises special studies involving road alignment, roads and drainage, parks, and environmental design projects;
- Conducts and coordinates contract administration services for all consultant contracts which entails preparing progress reports, attending meetings, tracking of consultant’s progress, review of plans and specifications, review of pay requests, and coordination and review of construction activities;
- Prepares, reviews, or arranges for regulatory permit and easement acquisition;
- Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
Twelve (12) years of professional level experience in the design, construction, and management of public works projects; or a Bachelor’s degree in engineering, construction management, project management, public administration or other relevant discipline and eight (8) years of experience in managing public works projects, to include 3 years supervising project management functions; or an equivalent combination of education, training, and/or experience.
Special Qualifications (May be required depending on area of assignment):
- Florida Driver’s License or Florida Commercial Driver’s License and endorsements, if any.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
- Other highly desirable knowledge, skills, abilities, and credentials relevant to a position.
Knowledge, Skills and Abilities:
- Knowledge of the principles and practices of engineering, construction management, geotechnical sciences and other areas of technical expertise based on area of assignment;
- Knowledge of best practices in project management;
- Knowledge of and ability to use and apply traffic engineering software, GIS, CADD or other specialized software specific to area of assignment;
- Knowledge of design, permitting, and construction of public works and utility projects;
- Knowledge of federal, state, and local regulations in relation to public works and utilities projects regarding environmental, hazardous material and construction safety issues;
- Ability to plan and direct the work of project managers, contractors, technicians and clerical personnel in a manner conducive to full performance and high morale;
- Ability to give technical and professional review to a wide variety and large volume of project plans, specifications and related documents;
- Ability to address civic, public or private organizations relative to public works or utilities programs and projects;
- Ability to enforce departmental policies;
- Ability to present clear and concise reports, orally and in writing.
PHYSICAL/MENTAL DEMANDS
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:
- Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
- Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
- Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
- Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
- Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
- Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
