JOB SUMMARY
Performs professional project administrative and oversight work coordinating publishing, monitoring, response and strategy for the County’s social media platforms. This position strategically manages the County’s social media presence by conceptualizing, writing, designing, publishing, curating, monitoring, and reporting on various platforms; provides advanced content creation, skilled social media management, marketing outreach in a deadline-driven environment, including during crisis communications events. This position is responsible for content creation, including digital video and photography recording and editing. The Social Media Coordinator works as a project administrator, planning, collaborating on and executing campaigns and customer service responses with County staff, municipalities and other public agencies. The position reports to the Public Information Manager.
ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)
- Oversees and strategizes outreach; monitors and maintains primary County social media channels;
- Creates and interprets weekly and monthly analytics reports on social media performance monitoring platform and other tools to recommend and implement process improvements;
- Provides creative insight and implements tactics to increase public engagement via social and digital platforms;
- Leads social media planning, coordination, and coverage of community events and programs;
- Plans and implements social media strategies and campaigns that promote the County’s vision to be the Standard for Public Service in America and mission to meet the needs and concerns of the community today and tomorrow;
- Oversees County social media strategy to be consistent with social media/digital trends and best practices;
- Trains, coaches and monitors Communications staff and client departments including Utilities, Parks and Public Works in social media strategies that strengthen the County’s reputation and promote the County’s programs and services;
- Meets with department representatives and Communications staff to plan and work on social media projects and public education campaigns;
- Creates or edits text, photography, graphics and digital video content consistent with the County’s communications goals;
- Provides copy writing/editing of submitted writing to ensure consistency with county voice;
- Engages empathetically and professionally with residents and followers to correct misinformation and connect residents to services;
- Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
Eight (8) years of experience in social media, marketing, web technology, digital media, or a related field that includes use of social media and multi-media technologies, including one year of supervision or supervisory training; or a Bachelor’s degree in marketing, communications, public relations, digital media, or other social media related field; and four (4) years of experience as described above; or a Master’s degree in marketing, communications, public relations, digital media, or other social media related field and two (2) years of experience as described above; or an equivalent combination of education, training, and/or experience. Experienced at audience engagement, including with partners and local social media influencers.
Special Qualifications (May be required depending on area of assignment):
- Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. This position reports to the Emergency Operations Center during an emergency activation.
- Ability to obtain security clearance for Pinellas County Public Safety Complex.
- Other knowledge, skills, abilities, and credentials required for a specific position.
Highly Desirable:
- Bilingual in English and Spanish or Vietnamese;
- Ability to shoot imagery with phone, GoPro and digital camera; edit and complete post-production;
- Licensed and skilled in drone videography;
- Familiar with Adobe tools such as Photoshop, Lightroom, Adobe Premier, Adobe Express and Canva;
- On-camera experience.
Knowledge, Skills and Abilities:
- Knowledge of strategic social media planning, content creation, publishing, monitoring, and reporting;
- Knowledge of basic social media and digital writing and design principles, techniques, and skills including ability to design, layout, edit, and/or manipulate digital graphics and/or images;
- Knowledge of conflict de-escalation and customer service practices on social media;
- Knowledge of Adobe Creative Suite, Meltwater, Google Analytics, or equivalent software to create social media and digital graphics;
- Skill in audience-focused, empathetic written communication;
- Skill creating and curating graphics, video and live stream content for social channels;
- Skill in organizational and proactive communication functions;
- Skill in accurate, effective, and concise writing;
- Skill in copy writing, proofing, and editing skills;
- Skill in digital photography and video production;
- Ability to maintain file management system;
- Ability to interact and collaborate with peers from other departments and agencies;
- Ability to interact empathetically and professionally with residents and followers on social media.
PHYSICAL/MENTAL DEMANDS
The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
- Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Grasping: Applying pressure to an object with the fingers and palm.
- Handling: Picking, holding, or otherwise working, primarily with the whole hand.

Work is a mix of office work and field work recording video and photography in a variety of environments around Pinellas County.
