JOB SUMMARY
Under the general direction of the Senior Accounting Manager, Budget & Finance, the Tax Collector Finance Management Analyst performs highly responsible professional accounting, technical, and analytical work and ensures compliance with all applicable accounting standards, methods, and principles of sound financial management. This position includes system, operations, and management research as well as quality assurance. An employee in this class is responsible for development, coordination and implementation of various work standards, procedures and assessments and provides educated process evaluations and improvement recommendations to the Senior Accounting Manager. The Tax Collector Finance Management Analyst is also responsible for contract compliance, internal and external audit compliance and must exercise independent judgement in applying generally accepted governmental accounting principles, best business practices, laws, regulations, contracts, and policies and procedures.
ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)
- Works independently on the development and implementation of new and improved plans, procedures, techniques, and methods to adjust to changing requirements. This may include troubleshooting of system problems and the testing of proposed solutions;
- Assists in the evaluation, implementation and testing of new and enhancing computerized processing system applications as they are related to financial operations to maximize efficiency and effectiveness. This also includes testing of systems for compliance with established policies and procedures;
- For General Fund, assists in the set-up and maintenance of payroll earning and deduction codes and regularly reviews payroll earning and deduction settings for accuracy;
- Develops policies and procedures and ensures their accuracy to ensure adequate accounting controls and required audit trails;
- Assists in the preparation of financial statements in accordance with generally accepted accounting principles in accordance with applicable laws, rules, and regulations;
- Prepares and/or approves a variety of financial reports, journal entries, and other required reports and monitors general ledger accounts to ensure their accuracy;
- Prepares and assures accuracy and timely completion of annual records destruction in compliance with applicable laws, rules, and regulations;
- Assists in the assignment and verification of asset inventory;
- Reviews and approves a variety of payments and ensures timely, and accurate processing of payments.
- Prepares of a variety of financial reporting such as Custodial Funds – Tax Recapitulation, Postage Billing, General Fund – federal and state filings, BCC reports, and other sensitive, financial information in accordance with applicable laws, rules, and regulations;
- Verifies and completes annual Public Employment and Payroll CENSUS data as well as CENSUS data for Non-Property and Property Taxes;
- Assists in the monitoring and submission of Unclaimed Funds to ensure compliance with all applicable state requirements;
- Researches and fulfills a variety of public records requests in accordance with the regulations requiring public disclosure of government agency records (Sunshine Law);
- Performs routine and non-routine reconciliations, including bank reconciliation and payroll records reconciliation;
- Verifies complex invoices and other financial data to ensure compliance with contract terms as well as any other applicable laws, rules, regulations, and policies and procedures;
- Assists in the annual budgeting process and monitors the accurate application to expenditures;
- General Fund – Analyzes and reviews key components of an integrated Payroll system to ensure proper impact on salaries, taxes, and deductions with regard to employee compensation;
- General Fund – Verifies quarterly and annual tax reports, reconciles annual reports for W2 processing and reviews W2 and W3 for accuracy;
- Aids with annual audit process and works with external auditors to fulfill research and data requests. This includes the preparation and/or verification of Excess Fees;
- Assists the Senior Accounting Manager in the supervision of subordinate staff in their absence and manages leave calendar if needed;
- Creates and delivers training courses and presentations to internal and external customers;

QUALIFICATIONS
Education and Experience:
An Associate’s degree in accounting, finance, business administration, public administration, or related field and five (5) years of professional experience in recognized accounting work; or a Bachelor’s degree and three (3) years of experience as described above; or a Master’s degree and one (1) year of experience as described above; or an equivalent combination of education, training, and/or experience.
Special Qualifications (May be required depending on area of assignment):
- Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
- Other knowledge, skills, abilities, and credentials required for a specific position.
Knowledge, Skills and Abilities:
- Knowledge of state laws, rules & regulations governing vehicle/vessel titling and registration, driver’s licensing, fishing and hunting licensing;
- Knowledge of legal terminology, business English and math;
- Knowledge of state sales tax laws, rules and regulations;
- Knowledge of bookkeeping methods and principles;
- Knowledge of automated office machines, procedures and practices;
- Knowledge of the principles and practices of office management and supervision;
- Knowledge of the rules of the Pinellas County Unified Personnel System;
- Ability to apply computer applications and software;
- Ability to prepare operating and statistical tabulations and reports;
- Ability to hire, train, plan and assign work, and supervise a large number of employees in a manner that promotes efficient work output with high morale;
- Ability to make decisions in accordance with laws, rules and regulations, and to solve problems within established policies and procedures;
- Ability to communicate effectively, orally and in writing.
