New Administrator for Disability and FMLA Benefits
As of January 1, 2026, Pinellas County will change administrators from UnitedHealthcare to Reliance Matrix for short-term and long-term disability and Family and Medical Leave Act (FMLA) benefits.
Why are we changing from UnitedHealthcare to Reliance Matrix?
Our contract with UnitedHealthcare ends on December 31, 2025, so per our procurement guidelines, we launched an RFP in 2025. An evaluation committee which consisted of leaders from several Appointing Authorities, including Human Resources, evaluated several submissions and recommended Reliance Matrix to the Board of County Commissioners.
Reliance Matrix offers an enhanced employee experience, streamlined claims processing, and improved service quality with expanded online tools and better communication processes.
Will there be changes in the disability and FMLA benefits programs?
The benefits will not change, but the administration will be handled by Reliance Matrix instead of UnitedHealthcare.
What if I’m enrolled in disability and/or FMLA when the transition occurs on January 1, 2026?
- Disability leaves that begin in 2025 and end in 2026 will continue to be managed by UnitedHealthcare.
- FMLA leaves that begin in 2025 and end in 2026 will be transferred to Reliance Matrix. In both cases, there will be no disruption to your leave.
If I know I’ll be going on leave shortly after January 1, 2026, how can I give the 30-days notice that is required by our FMLA policy?
Because your leave doesn’t start until after the first of the year, you will need to wait to apply until January 1. However, you should let your supervisor know as soon as you know that you will need to take leave, either by using the Leave Request form in EBS (OPUS), or by using whatever method your department has outlined for notification. This will satisfy the notice requirement.
What are the steps to apply for disability or FMLA benefits in 2026?
Reliance Matrix offers several options. Starting on January 1, 2026, you can apply through a web portal, an automated phone line, or with their mobile app Matrix eServices. We will post detailed instructions soon on the FMLA and disability pages.
Will it take longer to get benefits with the new administrator or is the timeframe the same?
Similar to UnitedHealthcare, Reliance Matrix will respond within 5 business days of your claim to confirm eligibility. The approval itself will depend on whether or not your provider has filled out the forms completely and supplied all requested medical records. Reliance Matrix will reach out to your provider on your behalf to request any additional information and may also need to reach out to you for more details.
Will I need to resubmit my paperwork once we transition?
No, you do not need to resubmit paperwork unless you need to recertify FMLA, in which case Reliance Matrix will contact you.
