Information Sessions

In a Nutshell
- The 2025 Annual Enrollment period for Pinellas County retirees is November 1 to 30, 2024.
- Annual Enrollment is your opportunity to review your current benefit elections and determine if you want to make any changes for the upcoming year. Your selections are effective January 1, 2025.
- You will be receiving an Annual Enrollment packet in the mail soon with 2025 premiums and information needed to make an informed decision.
Action Needed
- If you do NOT need to make a change, no action is needed.
- If you need to make a change, please submit the 2025 Annual Enrollment Change Form by November 30, 2024.
Medical Plans
Medicare: Our Medicare-eligible retirees will continue to be covered by Aetna’s Medicare Advantage PPO plan. There are some plan changes in 2025. See the Aetna Notice of Changes mailed to your home address for details. Pinellas County sent a mailer to your home address which includes new medical plan premiums.
Non-Medicare: Our non-Medicare eligible retirees will have a new medical plan vendor and minor changes to medical plans including expanded coverage and new plan names. There are no premium increases in 2025. The Pinellas County mailer sent to your home address will include premiums. The 2025 changes are detailed below:
- New medical plan vendor – Our non-Medicare eligible retirees will be covered by UMR, a UnitedHealthcare company, instead of Cigna as of January 1, 2025. Read the New Medical Plan Vendor FAQs.
- Medical plan names – The same two plans will have new names:
- Preferred Provider Organization (PPO) plan, currently called the Open Access Plus (OAP) plan
- High Deductible Health Plan (HDHP) with a Health Savings Account (HSA), currently called the Choice Fund Open Access Plus HSA plan
- Medical plan expanded coverage – There will be expanded coverage for mammograms, colonoscopies, therapy, and more as shown:

- High Deductible Health Plan with HSA changes – Per IRS guidelines, there are increases in the deductible, out-of-pocket maximum, and contribution limits as shown below. The Health Savings Accounts will be moving from HSA Bank to Optum Bank (automatic transfer, no action needed).

Dental Plans
Cigna will continue to administer the retiree dental plans. There are no plan changes or rate increases for 2025. Please note that the HMO plan is only available to Florida residents.

- If you are enrolled in one of our dental plans, you may switch plans or make a change to your covered dependents. If you are not enrolled in a dental plan, you may not elect coverage now.
- Continue to use your current ID card. New cards will not be issued even if you switch plans.

Other Benefit Plans
- Life Insurance: Securian Financial will continue to administer the retiree life insurance program. There are no plan changes or rate increases for 2025. You may decrease your amount of life insurance coverage at any time. However, increases or new enrollment in coverage are not permitted. Please review your beneficiary information and use the 2025 Annual Enrollment Change Form if updates are needed.
- Prescription: For Medicare Advantage PPO members, Aetna is the administrator for prescription coverage. For Non-Medicare (Pre-65) members, Express Scripts is the administrator for prescription coverage for those on the PPO Plan. There are no plan changes or rate increases for 2025.
- Vision: EyeMed will continue to administer the retiree vision plan. There are no plan changes or rate increases for 2025.
Affidavits
- Domestic Partner – To cover a domestic partner, complete the 2025 Domestic Partner Affidavit and provide supporting documents to Benefits by November 30.
- Over-Age Dependent Child – To cover a non-disabled child between 26 and 30 years of age, complete the Over-Age Dependent Child Affidavit.
Dependent Verification
- New in 2025!You will need to provide verification for any family members you are covering for benefits.
- Now is the time to gather your documents to prepare for the verification period from January 13 to February 28, 2025.
- If you realize that your dependent is not eligible during the Annual Enrollment period, complete the 2025 Annual Enrollment Change Form to remove the dependent from coverage. Contact Benefits at (727) 464-3367, option 1 if you need assistance.
