Retiree Open Enrollment for 2027 Benefits

Virtual Information Sessions

  • Register for an information session to learn more and get your questions answered:
    • Medicare-eligible retiree session with UnitedHealthcare - Register to attend one of our virtual Zoom information sessions on Thursday, November 5 from 10:00 a.m. to 12:00 p.m. or on Tuesday, November 10 from 2:00 to 4:00 p.m.  
    • Non-Medicare eligible retiree session with UMR - Register to attend a virtual Zoom information session on Monday, November 2 from 9:30 a.m. to 11:30 a.m.

In a Nutshell

  • The 2027 Open Enrollment period for Pinellas County retirees is October 26 to November 30, 2026.
  • Open Enrollment is your opportunity to review your current benefit elections and determine if you want to make any changes for the upcoming year. Your selections are effective January 1, 2027.
  • You will be receiving an Open Enrollment packet in the mail with 2027 premiums and information needed to make an informed decision.

Action Needed

  • If you do NOT need to make a change, no action is needed.
  • If you need to make a change, please log in to Workday to complete Open Enrollment by November 30, 2026. See the Retiree Open Enrollment Help Guide.
  • If adding a dependent to your insurance benefits, you will need to upload proof of dependency documents to Workday by November 30, 2026. 
  • If a dependent is no longer eligible, you can remove them from your coverage in Workday.

Medical Plans

Medicare: Pending Board approval, our Medicare-eligible retirees will be covered by UnitedHealthcare’s Medicare Advantage PPO plan. There are no plan changes in 2027. Pinellas County sent a mailer to your home address which includes new medical plan premiums. Also see Medicare Advantage Plan Benefits.

Non-Medicare: Our non-Medicare eligible retirees will continue to be covered by UMR, a UnitedHealthcare company. There are no premium increases in 2027. Pinellas County sent a mailer to your home address which includes premiums. For those on the High Deductible Health Plan with HSA, per IRS guidelines, there are increases in the deductible and contribution limits as shown below.

Dental Plans

Cigna will continue to administer the retiree dental plans. There are rate increases for the HMO plan in 2027.

  • If you are enrolled in one of our dental plans, you may switch plans or make a change to your covered dependents.
  • If you are not enrolled in a dental plan, you may not elect coverage now.
  • Continue to use your current ID card. New cards will not be issued even if you switch plans.

Other Benefit Plans

  • Life Insurance: Securian Financial will continue to administer the retiree life insurance program. There are no plan changes or rate increases for 2027. You may decrease your amount of life insurance coverage at any time. However, increases or new enrollment in coverage are not permitted. Please review your beneficiary information and log into Workday if updates are needed.
  • Prescription:
    • For Medicare Advantage PPO members, UnitedHealthcare is the administrator for prescription coverage. The premium is included in your Medicare Advantage rate, but you will have a separate prescription card.
    • For Non-Medicare (Pre-65) members, Express Scripts is the administrator for prescription coverage. There are no plan changes or rate increases for 2026.
  • Vision: EyeMed will continue to administer the retiree vision plan. You pay no additional premium for vision benefits which are included in your medical premium. There are no plan changes.

Affidavits

  • Domestic Partner – To cover a domestic partner, you will add them in the Workday enrollment screen and upload your supporting documents by November 30.
  • Over-Age Dependent Child – To cover a non-disabled child between 26 and 30 years of age, complete the enrollment in Workday.
