Pinellas County Housing Finance Authority

The Housing Finance Authority is a public body, corporate and political, exercising the public and essential governmental functions set forth in Florida Statutes §§159.601, et seq. It exercises its power to borrow only for the purposes provided for in the statute to encourage investment by private enterprise and stimulate the construction and rehabilitation of housing through the use of public financing and the provision of low-cost loans to purchase affordable housing.

    Issue multi-family bonds to provide financing for multi-family projects within Pinellas County and issue single family bonds to provide funds for first mortgages for first time home buyers in Pinellas County and by interlocal agreements in Pasco and Polk Counties. Provide funds for down payment and closing cost assistance as companion second mortgages.

At the end of each fiscal year CSG Advisors, financial advisor to the HFA, presents a report on Compliance with Investment Policy and Performance Measurement to the HFA Board. The Investment Review was presented to the HFA Board at its December 3, 2025, board meeting and covered the period from October 1, 2024, to September 30, 2025.

HFA staff was provided opportunities to attend several workshops and educational conferences that provided sessions to learn about ethics, fraud awareness, and professional development. Staff also view webinars and training courses on public records retention and training.

The HFA board was provided opportunities to attend educational conferences and the HFA’s counsel spoke at a board meeting to educate the board on ethics and fraud awareness.

The HFA provided letters for applications to Florida Housing Finance Corporation for three different multifamily funding RFA cycles.

The HFA acted as trustee of land trusts for 5 Penny for Pinellas land assembly fund transactions.

The HFA provided $1,136,500 toward originating second mortgage loans for first time homebuyers.
