JOB SUMMARY

Performs significant administrative and managerial functions of Financial Accounting and supporting systems. An employee in this classification serves as an ambassador for the Clerk of the Circuit Court and Comptroller’s (Clerk) organization, interacting and conferring with the public, elected officials, attorneys, administrators, directors, various regulatory bodies, and a variety of colleagues and staff. An Assistant Manager must be confident in decision making, perform independent administrative work and possess excellent written and verbal communication skills. Attention to detail and documentation is paramount. The Assistant Manager will recognize and confer appropriately with management prior to significant departures from adopted policies or procedures. Work is assigned directly by a Manager or Senior Manager and indirectly by the Assistant Director(s) of Finance and the Chief Deputy Director of Finance.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Assists with managing the operations of a department within the Finance Division through direct and subordinate supervision and provides recommendations as necessary to improve, protect, and expedite departmental responsibilities;
  • Representing the Clerk, may supervise professional, supervisory and nonsupervisory personnel responsible for different segments of responsibility including the ERP and financial management system responsibilities may include: general accounting, fixed assets, grants, accounts receivable, treasury and revenue management, debt management, financial systems support, accounts payable, financial reporting, payroll, and the Clerk’s fiduciary accounting department;
  • Assists with internal and external audits on behalf of the Clerk of Circuit Court and Comptroller, the Board of County Commissioners and several component unit entities and Appointing Authorities;
  • Uses best practices and knowledge of Clerk and County operations to help establish evaluate optimal operating processes and workflows for financial functions; implements production standards, performance metrics, and operational processes;
  • Publishes policies and workflows for areas of responsibility;
  • Monitors and reports on compliance to relative laws, rules and regulations including required policies, procedures and directives;
  • Ensures reporting and compliance with Governmental Accounting Standards, IRS regulations, bond and other debt requirements, investment rules and other regulatory matters;
  • Provides managerial assistance and guidance to supervisors in resolving highly complex and integrated processing and procedural work streams;
  • Compiles, prepares, reviews, and disseminates highly technical, informational and analytical financial and management information reports;
  • Assists with preparing the Annual Comprehensive Financial Report, Annual Financial Report, and Special Purpose Statements;
  • Reviews accounting pronouncements, proposed legislations and other regulatory requirements, determines impact to organization(s) and assists with disseminates information throughout the County;
  • Assists with publishing internal financial reports and dashboards;
  • Ensures proper review of contracts and agreements, and pre-audit of all payment and receipt types.

QUALIFICATIONS

Education and Experience:

Bachelor’s degree in accounting and five (5) years extensive professional experience in the operation of a professional accounting office including overseeing a complex enterprise resource planning (ERP) and financial management system as well as two (2) years administrative and supervisory experience; or an equivalent combination of education, training, and/or experience.

Special Qualifications (May be required depending on area of assignment):

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Other highly desirable knowledge, skills, abilities, and credentials required for a specific position.

Knowledge, Skills and Abilities:

  • Knowledge of generally accepted accounting principles and practices, government accounting and auditing and financial reporting as applied to a large and complex governmental ERP financial management system;
  • Knowledge of all federal, state and local laws governing entities for report filings and requirements;
  • Knowledge of auditing methods, practices, and procedures;
  • Ability to analyze financial transactions and to make appropriate adjusting or original journal entries;
  • Ability to prepare complete accounting reports and statements of considerable complexity;
  • Knowledge of data processing practices, procedures and equipment;
  • Knowledge of public administration practices and principles;
  • Ability to utilize, develop requirements and maintain computer applications and software in the above areas;
  • Ability to work independently on complex and confidential tasks;
  • Ability to communicate effectively orally and in writing;
  • Ability to develop and update procedure and operational manuals;
  • Ability to plan, organize and supervise professional and clerical staff;
  • Ability to prepare, review and analyze financial reports.

PHYSICAL/MENTAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual acuity: Have close visual acuity such as color differentiation, depth perception, and adequate field vision.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
