JOB SUMMARY

Perform routine budgeting work according to generally accepted practices, established policies and procedures, departmental guidelines, and regulatory requirements. Responsibilities include assisting with budget development, monitoring resources through analyses and financial forecasting, and assisting with special projects as needed. The position reports to the Clerk’s Director of Administration or their designees.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Performs budget analysis work according to generally accepted standard accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work in collaboration with Lead Budget Analyst and Purchasing Officer;
  • Responsible for professional budget and administrative work related to budgets and special projects in a large government organization;
  • Analyzes, reconciles, balances, and maintains budget records; reviews and prepares budget amendments, supplements, and transfers; adheres to the budget policy; performs a wide variety of budget management tasks;
  • Ensures maintenance of proper audit trails and verification and reconciliation actions for all transactions;
  • Participate in preparing the annual budget, the annual Budget Book, and various other documents;
  • Assists other departments and co-workers regarding budgeting and purchasing requirements and the use of systems;
  • Assists with the development and updating of policies and procedures, and training;
  • Assist in monitoring and managing current fiscal year purchasing expenditures and tracking of invoices;
  • Work requires independent judgment and the ability to deliver innovative and creative solutions to a wide range of administrative, budget, technology, business, and organization issues or problems related to Clerk-wide budgets and special projects;
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Associate’s Degree in Public or Business Administration, Accounting, Finance, or a related field; and two (2) years’ experience in budget, finance, or accounting; some Florida public sector experience is preferred; or

An equivalent combination of education, experience, and/or training may be utilized to offset education and/or experience requirements.

Special Qualifications (May be required depending on area of assignment):

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Other highly desirable knowledge, skills, abilities and credentials relevant to a position.

Knowledge, Skills and Abilities:

  • Knowledge of generally accepted budget principles and reporting;
  • Excellent oral and written communication skills;
  • Proficiency in use of Microsoft Office Suite of applications;
  • Knowledge of office automation, electronic data processing, and e-business practices and principles;
  • Knowledge of public administration practices and principles;
  • Ability to develop project plans that identify key issues and performance metrics;
  • Ability to apply computer applications and software tools needed to carry out the job duties;
  • Ability to prepare clear and comprehensive reports, recommendations and proposals, both verbally and in writing;
  • Ability to work independently on complex tasks, analyze and solve administrative problems and render recommendations or assistance;
  • Ability to communicate with and train budget users;
  • Preferred knowledge of Oracle EBS.

PHYSICAL/MENTAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive motion: Substantial movements (motions)of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken work including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.

  • Visual Acuity: Having close visual acuity such as color differentiation, depth perception, and adequate field vision.
