JOB SUMMARY

Performs entry-level technical engineering work in a project management role within an engineering work group and/or performs technical review or design work of similar responsibility; plans, coordinates, and reviews the work of engineering consultants engaged in planning survey, design, review, construction, operations, maintenance, and administration of engineering projects, programs, or systems; coordinates, site plan review, cost analysis, feasibility, construction, operations, and maintenance of engineering projects.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Reviews plans to ensure adherence to applicable County code and state and local design standards;
  • Drafts reports, comment letters, and reviews drainage models and drainage exhibits;
  • Uses AutoCAD Civil 3D to create detailed 2D or 3D designs;
  • Assists with plan reviews to ensure adherence to applicable County code and state and local design standards;
  • Contributes to the preparation of schedules and budgets for projects;
  • Assists with the preparation of plans, specifications, and cost estimates for road, bridge, potable water, sanitary sewage, and drainage construction.
  • Manages consultant contracts in the delivery of less complex projects under the direction of a supervisor or manager.
  • Reviews plans and specifications developed by engineering consultants under the direction of a supervisor or manager.
  • Reviews surveys required for the design or construction of projects under the direction of a supervisor or manager;
  • Reviews the maps, sketches, drawings, property descriptions, legal descriptions, and as-built documents for projects under the direction of a supervisor or manager;
  • Assists with as-built drawings and engineer’s certification of completion statements to ensure compliance with County standards;
  • Reviews FEMA documents to ensure compliance with floodplain management codes;
  • Drafts cooperative funding or grant applications and agreements for capital projects;
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Bachelor’s degree in civil engineering or other relevant engineering discipline and has taken, or is registered to take, the Fundamentals of Engineering examination, as administered by the Florida Board of Professional Engineers, or the equivalent examination administered by another state. All Trainees must obtain the Fundamentals of Engineering certificate within twelve (12) months of appointment.

Special Qualifications (May be required depending on area of assignment):

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Other knowledge, skills, abilities, and credentials required for a specific position.

Knowledge, Skills, and Abilities:

  • Knowledge of chosen field of practice in civil engineering and the principles of civil engineering in other fields of practices;
  • Knowledge of modern engineering practices and technical procedures as they apply to public works or utilities;
  • Knowledge of modern developments, current literature, and sources of information in public works engineering;
  • Knowledge of modern office practices and procedures and the ability to plan and direct the work of engineers, contractors, technicians, and clerical personnel;
  • Knowledge of the principles and practices of land surveying depending on area of assignment;
  • Knowledge of the laws and Florida Statutes pertaining to area of assignment;
  • Skill in the use of engineering instruments and equipment and ability to utilize computer applications to engineering design, drafting, mapping, and plans;
  • Ability to give technical and professional review of a wide variety and large volume of engineering plans, specifications, and related documents;
  • Ability to review and understand construction plans, drainage calculations, and drainage models;
  • Ability to prepare basin maps, investigate cause, and assist in developing solutions to solve flood conditions;
  • Ability to use small office equipment, computers, and highly technical computer applications;

PHYSICAL/MENTAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to- position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances as needed.
