JOB SUMMARY

Performs highly responsible leadership and supervisory work which involves managing the effective operation of the Finance Systems Support section in the Clerk and Comptroller’s Finance Division and collaborating with all external and internal stakeholders throughout County government. The incumbent is a key member of the Finance team, driving technology transformation with both strategic and insightful initiatives utilizing emerging technologies; and continuous improvement through process re-engineering, process automation, data analytics, and reporting. This position owns related projects from inception to execution and provides support for these projects once implemented. Work includes supervising professional, subordinate nonsupervisory technical personnel. The employee regularly exercises independent judgment in a variety of work situations. The incumbent reports to the Chief Deputy Director and Assistant Director.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Responsible for providing support for all systems used in document management, task management, financial management and reporting within the Clerk and Comptroller’s Finance Division including segments of the county’s ERP system as assigned. Modules currently assigned include general ledger, accounts payable, i-Expense, supplier management, accounts receivable, fixed assets, payroll, time and labor, and cash management; responsible for coordinating support for all other financial management and financial reporting systems used within the Clerk and Comptroller and BCC which integrate or transmit financial data to the Clerk Finance Division;
  • Manages, plans, and directs a team of staff dedicated to driving process innovation and digital transformation in the Finance Division and its customers;
  • Partners with the Finance sub-teams and cross functional teams including IT, project management and business departments on project planning and implementation efforts;
  • Manages and coordinates all project activities including leading the business requirements gathering sessions, strategizing, and executing initiatives to improve processes and productivity;
  • Ensures business solutions adhere to the Clerk’s high-quality standards and applicable internal control, statutory laws, rules, and regulations, as well as generally accepted accounting principles (GAAP);
  • Resolves problems arising from non-compliance of laws, rules, regulations, and GAAP;
  • Develops business case and requirements, with ownership for critical process analysis focusing on continuous improvement opportunities;
  • Works with external auditors and internal auditors as needed during the audit process;
  • Responsible for developing and maintaining department business plan including process improvement initiatives, budget, goals, and procedures. Prepares professional status reports required to meet external and internal requirements;
  • Hires, trains, and supervises personnel; evaluates and coaches subordinate staff on performance; composes and implements employee development plans and performance measures;
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Bachelor’s degree in accounting, information systems, or a related field and five (5) years extensive professional experience in complex task/document management, enterprise resource planning (ERP) or financial management and operations systems, leading finance team system initiatives; and developing and executing system project plans including two (2) years administrative and supervisory experience; or an equivalent combination of education, training, and/or experience.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Other highly desirable knowledge, skills, abilities, and credentials required for a specific position.

Knowledge, Skills and Abilities:

  • Knowledge of leading technology and processing practices for building, implementing, and supporting financial planning and reporting systems as applicable to a large and complex government ERP financial management system;
  • Knowledge of applicable laws, rules, regulations, policies, principles, and procedures applicable to the Finance Department;
  • Knowledge of public administration practices and principles;
  • Ability to effectively manage projects, identifying resources, monitoring task status, communicating risks and decisions points, as well as evaluating and determining RACI for each;
  • Ability to develop business process documents, business requirements, business cases, project plans, ROI scenarios, performance metrics, test scripts;
  • Ability to express oneself clearly and concisely, orally and in writing and present a calm demeanor in complex or difficult situations;
  • Ability to effectively manage employees including hiring, training, and supervising personnel, as well as evaluating and coaching subordinate staff on performance;
  • Ability to prepare, review and analyze financial reports.

PHYSICAL/MENTAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual acuity: Have close visual acuity such as color differentiation, depth perception, and adequate field vision.
