JOB SUMMARY 

This is unarmed parking and related rules enforcement, principally through the issuance of citations to vehicles in violation of Pinellas County parking regulations at designated locations. An incumbent issues citation either manually; through the use of an electronic hand-held computer, or a combination of administrative and electronic processes. An incumbent takes initiative and applies independent judgment. The incumbent must communicate effectively and courteously with potentially irate individuals and citizens. Work is performed outdoors and requires exposure to adverse weather conditions. The incumbent exercises initiative and independent judgment. The incumbent consults with the designated supervisor to resolve controversies and more difficult work circumstances. The incumbent reports to the Chief Park Ranger or designee.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Issues warnings and citations for illegally parked vehicles;
  • Appears in court at hearings regarding contested traffic citations and appears and testifies in court as required;
  • Collects payment records or other information from equipment and meters;
  • Delivers warnings and explanations to individuals communicating the reasons for issuing parking citations and procedures that apply to the disposition of a parking citation;
  • Enters and retrieves information pertaining to vehicle registration, identification, and status, using handheld computers, manual records, or other equipment;
  • Identifies vehicles in violation of parking codes;
  • Interacts with individuals, citizens, and others on security and other general site policies and information;
  • Investigates and answers complaints regarding contested parking citations, determining their validity and routing them appropriately;
  • Issues citations to vehicles illegally or improperly parked;
  • Maintains assigned equipment and supplies such as handheld citation computers, citation books, rain gear, tire­ marking chalk, and street cones;
  • Maintains close communications with park personnel, using two-way radios or cell phones;
  • Makes rounds in or around property, premises, grounds; watches for fires, prowlers or other danger of loss or damage to property;
  • May be required to utilize automated computers and other electronic equipment and devices to perform reports, monitor operations, communicate situations, and issue citations;
  • Observes and reports hazardous conditions such as missing traffic signals or signs, and street markings that need to be repainted;
  • Patrols assigned areas or zones on foot, in a specialized vehicle, or in motor vehicle, checking for vehicles parked in violation of Pinellas County parking ordinances and regulations;
  • Performs traffic control duties such as setting up barricades and temporary signs, placing bags on parking meters to limit their use, or directing traffic;
  • Prepares and maintains required records, including logs of parking enforcement activities, and records of contested citations;
  • Provides information to the public regarding parking regulations and facilities, and the location of streets, buildings, and points of interest;
  • Reports disturbances or suspicious circumstances that cannot be disposed of immediately;
  • Reports hazardous or potentially hazardous street, traffic signal, sign, or parking lot conditions, reports malfunctioning parking meters or changes to machines, marking, equipment or matters related to location parking practices and conditions;
  • Responds to and makes radio dispatch calls regarding parking violations and complaints;
  • Responds on foot or in assigned vehicle to patrol and secure county property and equipment;
  • Trains or assists in training new, part-time, or temporary staff;
  • Performs other related job duties as assigned.

QUALIFICATIONS 

Education and Experience: 

High school diploma or equivalent and six (6) months of experience performing tasks to apply basic policies and procedures that required communicating instructions and requirements to others, both orally and in writing, preference will be given to candidates with experience in law enforcement, code enforcement or a related field; or an equivalent combination of education, training, and/or experience.

Special Qualifications (May be required depending on area of assignment): 

  • Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Rotating shift, weekend, holiday, and overtime schedules.
  • Certification as a Parking Enforcement Specialist, as outlined in Chapter 316, Florida Statutes, to be obtained at first available opportunity within 6 months of appointment.
  • Valid certificates indicating successful completion of First Aid, Cardiopulmonary Resuscitation (CPR), and/or Automated External Defibrillator (AED) within 12 months of appointment.
  • Other knowledge, skills, abilities, and credentials required for a specific position.

Knowledge, Skills and Abilities: 

  • Knowledge of business English and spelling to complete standard forms and write properly and legibly;
  • Knowledge of the county geography operations and appropriate departments to contact to report operations problems;
  • Skill in operating a telephone, cell phone, and/or two-way radio system;
  • Ability to acquire knowledge of buildings and grounds patrolled and rules and regulations pertaining to parking, admissions, and exits;
  • Ability to analyze situations and implement corrective action using sound judgment;
  • Ability to apply computer applications and software;
  • Ability to assist the public by giving directions or general information;
  • Ability to clearly and effectively testify in court on a regular basis;
  • Ability to explain and tactfully enforce parking and security rules and regulations;
  • Ability to keep accurate citation logs, written communications, records, and reports;
  • Ability to learn and explain rules and regulations and the ability to tactfully enforce park ordinances;
  • Ability to learn and apply county parking regulations as well as other policies and procedures;
  • Ability to make minor repairs to equipment and parking meter equipment;
  • Ability to read and comprehend Pinellas County parking ordinances, training manuals, street maps, and other job-related material;
  • Ability to understand and carry out written and oral instructions;
  • Ability to use digital camera and print photos for recordkeeping, court testimony, and code enforcement documentation purposes;
  • Ability to walk and/or stand for extended periods of time in varying inclement weather conditions.

PHYSICAL/MENTAL DEMANDS 

This work requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.  Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crawling: Moving about on hands and knees or hands and feet.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability:  Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion:  Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
