JOB SUMMARY

Under limited supervision, advanced-level work is required while leading teams in the construction, installation, maintenance, cleaning, repair, and MS4 compliance inspection of open and closed stormwater conveyance systems. Coordinates and ensures the proper calibration, operation, and maintenance of specialized trade and construction equipment as well as operate specialized equipment. May directly supervise small crews.

ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)

  • Supervise crews and manage equipment deployment for stormwater infrastructure installation, maintenance, cleaning, inspection, and repair activities; perform advanced technical hands-on tasks;
  • Operate, request, and coordinate the deployment of specialized heavy equipment across assigned zones;        
  • Process work orders, evaluate resource and crew size requirements, assign tasks to specialized units, and coordinate all field jobs with maintenance supervisors and external departments;
  • Train personnel in technical execution, safety compliance, and the proper use of supplies, tools, and heavy machinery;        
  • Coordinate field schedules, may review time sheets, and assist with conflict resolution;
  • Prioritize, schedule, and track stormwater maintenance and construction projects;        
  • Maintain comprehensive work order records, track completion timelines, log delays, and update asset management systems;
  • Act as a community liaison; communicate project scopes to residents, secure machinery access for easements, and resolve public inquiries or complaints;
  • Read construction plans and interpret technical blueprints; utilize GIS software to pinpoint and inspect stormwater structures;
  • Work flexible schedules, including mandatory shifts during special events, emergencies, and disaster situations;
  • Perform other duties as assigned.

QUALIFICATIONS

Education and Experience:

Three (3) years of experience in public works, utilities, or general construction/repair work, including demonstrated experience as a lead worker or completion of supervisory training; OR an equivalent combination of education, training, and experience.

Special Qualifications (May be required depending on area of assignment):

  • Commercial Driver’s License (CDL) Class A or B with Tanker Endorsement (depending on assignment).
  • Temporary Traffic Control (TTC) Intermediate certification.
  • Confined Space Entry certification.
  • Florida Stormwater Association (FSA) Level 2 certification within one year of employment.

Knowledge, Skills and Abilities:

  • Knowledge of methods, operating rules, and equipment used in public works stormwater operations construction and maintenance;
  • Knowledge of types and uses of public works equipment related to stormwater conveyance systems, and the operating characteristics and maintenance requirements of construction equipment[FN1];
  • Knowledge of service scheduling, time, material, and manpower requirements to complete a variety of open and closed conveyance system maintenance type work projects;
  • Knowledge of basic safety and health policies and procedures;
  • Ability to meet and deal with the public in a courteous, confident, and tactful manner when coordinating work and in responding to inquiries;
  • Ability to maintain accurate records of scheduled work projects and the status of a variety of construction, services, and maintenance projects;
  • Ability to plan, schedule, and supervise personnel and equipment;
  • Ability to accurately evaluate the work, abilities, and attitudes of subordinates and possession of sufficient physical strength and agility to work outdoors under adverse weather conditions;
  • Ability to read and interpret blueprints and schematics, equipment diagrams, draw sketches of proposed projects, plan assignments, order materials, keep records, prepare reports and understand and follow oral and written instructions;
  • Ability to operate a personal computer and other automated systems to monitor work, enter, and retrieve information;
  • Ability to establish and maintain effective working relationships with employees and the public as necessitated by the work.

PHYSICAL/MENTAL DEMANDS

The work is heavy work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 25 pounds of force constantly to move objects.  Additionally, the following physical abilities are required:

  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touch, particularly that of fingertips.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Pulling: Using upper extremities to exert force to draw, haul or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force to thrust forward, downward or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and require full motion of the lower extremities and back muscles.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
