JOB SUMMARY
Oversees a small team executing maintenance and construction activities for stormwater infrastructure. Responsible for directing on-site operations, supervising crew members, operating specialized heavy equipment, and ensuring strict compliance with safety practices, including TTC/MOT. Responsible for project completion and accurately tracking labor hours, equipment usage, and resources within the work management system.
ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)
- Supervise and direct personnel. Operate specialized heavy-duty equipment (e.g., Gradall, Long Arm Excavator, Spider/Walking Excavator) for the construction, alteration, repair, and maintenance of stormwater projects;
- Ensure proper work site safety and NPDES compliance;
- Accurately record labor hours and resources used in the work management system to complete assigned tasks;
- Transport equipment to and from job sites; load and off-load materials, supplies, or equipment;
- Perform daily pre- and post-use safety inspections of assigned equipment, conduct routine servicing, and schedule repairs as needed;
- Work flexible schedules, including mandatory shifts during special events, emergencies, and disaster situations;
- Perform other duties as assigned.
- Contacts the public in areas where crews are working, coordinates work on private property when necessary, explains work being performed and responds to complaints;
- Communicates and coordinates work with other departments;
- Assists other departments when necessary;
- Sets up, maintains, and distributes sandbags at designated sites;
- Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
Four (4) years of experience operating heavy, specialized equipment; or a Public Works Academy training certificate for equipment operators; or a Pinellas County employee equipment certification including experience or training on job-related equipment; or an equivalent combination of education, training, and experience.
Special Qualifications (May be required depending on area of assignment):
- Valid Florida Driver’s License
- Commercial Driver’s License (CDL) Class A or B with Tanker Endorsement (depending on assignment).
- Temporary Traffic Control (TTC) Intermediate certification.
- Florida Stormwater Association (FSA) Level 2 certification within one year of employment.
Knowledge, Skills and Abilities:
- Knowledge of the operation, maintenance, adaptabilities, limitations, and safety precautions related to a broad range of automotive and construction equipment;
- Knowledge of component parts, operating principles, and maintenance needs of medium to heavy equipment;
- Knowledge of occupational hazards and necessary safety precautions in the operation of medium to heavy equipment;
- Skill in the operation of small, medium, and heavy automotive and construction equipment;
- Ability to complete accurate routine reports;
- Ability to work under adverse weather conditions and possession of sufficient physical strength and agility to operate heavy equipment and perform manual labor;
- Ability to use small office equipment, computers, and computer applications;
- Ability to establish and maintain effective working relationships with employees and the public as necessitated by the work.
PHYSICAL/MENTAL DEMANDS
The work requires exerting/lifting to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 25 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
- Crouching: Bending the body downward and forward by bending leg and spine.
- Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touch, particularly that of fingertips.
- Grasping: Applying pressure to an object with the fingers and palm.
- Handling: Picking, holding, or otherwise working, primarily with the whole hand.
- Kneeling: Bending legs at knee to come to a rest on knee or knees.
- Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
- Pulling: Using upper extremities to exert force to draw, haul or tug objects in a sustained motion.
- Pushing: Using upper extremities to press against something with steady force to thrust forward, downward or outward.
- Reaching: Extending hand(s) and arm(s) in any direction.
- Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
- Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
- Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
- Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
- Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
- Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
- Standing: Particularly for sustained periods of time.
- Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and require full motion of the lower extremities and back muscles.
- Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
