JOB SUMMARY
Under supervision, the Stormwater Technician I operates medium to heavy sized equipment in the installation, maintenance, inspection, and repair of the open and closed stormwater conveyance systems and permitted facilities.
ESSENTIAL JOB FUNCTIONS (examples, not all inclusive)
- Assists in the installation, maintenance, cleaning, inspection, and repairs of stormwater systems; performs hands on tasks requiring technical skill;
- Assists in the preparation and excavation of sites for stormwater removal and collection line repair; breaks asphalt and other pavement; removes and replaces damaged pipes and reconnects pipe sections; inspects joints before backfilling excavation. Participates in pruning, cutting, topping, removing and transplanting trees on drainage easements, and mowing of areas adjacent to drainage ditches and lakes;
- Assist in repairs, fixes, and replacement of broken or leaking gravity storm sewer lines and subdrains; Assist in repairs, replacement, and building of new stormwater manholes;
- Sets barricades and cones, acts as flag man, and sets up signs in accordance with FDOT TTC/MOT regulations;
- Loads, stacks, organizes materials, carries pipe, rolls of coco matting, sod, and other materials needed for assigned task; operates flatbed truck, dump truck, air hammer, chop saw, chain saw, weed eater, concrete mixer and other equipment;
- Cleans and maintains inlets, headwalls, and surrounding areas; cuts and removes vegetation and debris from ditches, creeks, ponds and permitted facilities and ROW;
- Performs daily safety inspections of assigned equipment prior to and after use and performs routine service and maintenance and schedules repairs as needed;
- Operates ten wheeled trucks, front end loaders, and water tankers;
- May work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations;
- Performs other duties as assigned.
QUALIFICATIONS
Education and Experience:
Six (6) months of experience on job related equipment; or a Public Works Academy training certificate for equipment operators; or a Pinellas County employee equipment certification that includes experience or training on job related equipment(s); or an equivalent combination of education, training, and/or experience.
Special Qualifications (May be required depending on area of assignment):
- Valid Florida Driver’s License.
- Possession and Maintenance of a Commercial Driver’s License Class B with Tanker Endorsement.
- Temporary Traffic Control (TTC) Intermediate certification.
- Florida Stormwater Association (FSA) level 1 within one year of employment.
Knowledge, Skills and Abilities:
- Knowledge of the operation, maintenance, and use of ten wheeled trucks, front end loaders, water tankers, and related public works equipment;
- Knowledge of the operation of small, medium, and heavy automotive or related equipment;
- Knowledge of component parts, operating principles, and maintenance needs of medium to heavy equipment;
- Knowledge of occupational hazards and necessary safety precautions in the operation of medium to heavy equipment;
- Skill in the operation of medium to heavy automotive, maintenance, and construction equipment;
- Ability to work under adverse weather conditions and possession of sufficient physical strength and agility to operate medium sized equipment and perform manual labor;
- Ability to use small office equipment, computers, and computer applications;
- Ability to establish and maintain effective working relationships with employees and the public as necessitated by the work.
PHYSICAL/MENTAL DEMANDS
The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
- Crouching: Bending the body downward and forward by bending leg and spine.
- Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
- Grasping: Applying pressure to an object with the fingers and palm.
- Handling: Picking, holding, or otherwise working, primarily with the whole hand.
- Kneeling: Bending legs at knee to come to a rest on knee or knees.
- Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
- Pulling: Using upper extremities to exert force to draw, haul or tug objects in a sustained motion.
- Pushing: Using upper extremities to press against something with steady force to thrust forward, downward or outward.
- Reaching: Extending hand(s) and arm(s) in any direction.
- Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
- Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
- Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
- Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
- Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
- Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
- Standing: Particularly for sustained periods of time.
- Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
- Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
