Pinellas County Building and Development Review Services issues permits for unincorporated Pinellas County, Belleair Beach, Belleair Bluffs, Belleair Shores, Indian Rocks Beach, Kenneth City, Safety Harbor and Oldsmar.

Belleair Bluffs – SAFEbuilt
The City of Belleair Bluffs transitioned all permitting and inspection services from Pinellas County Building, Development, and Review Services to SAFEbuilt on August 15, 2025. All open and active permits will remain with Pinellas County Building through final inspection. All new permits received on or after August 15th will be submitted through SAFEbuilt.
