Monday – Friday, 8 a.m. to 4 p.m.
Building & Development Review Services is located at 440 Court Street, Clearwater, FL 33756. Visit staff at the front desk before entering elevator for your appointment. Please note: Our offices are closed for all county holidays.

Beginning June 2, Lobby and live customer call center hours are:
- Monday – Friday, 8 a.m. – 4 p.m.
Permits and development applications can be picked up or dropped off in the lobby without an appointment during service hours.
In-person staff consultations are available:
- Monday – Friday, 8 a.m. – 4 p.m.
Same-Day Services
Beginning June 2, same-day, in-person services are available Monday through Friday from 8 a.m. to 4 p.m.
- Express permits only (protected addresses)
- New submittal assistance
- Owner-builder submittals
- Check payments for approved permits / issuance
- Limited consultation for existing projects
- Zoning, planning and land use consultation
We understand this will impact the overall processing timelines. Our staff will respond to requests as quickly as possible. (Permitting and inspection requests are available online.)
All other permitting and inspection requests are available online through the Access Portal.
